Haiti - FLASH : Revision of the coefficients of the compulsory subjects for the exams of 9 A.F. (official)
Ministerial decision dated June 14, 2023, revising the coefficients of the compulsory subjects for the 9th fundamental year examinations.

Considering the Decree of March 30, 1982, organizing the Haitian education system in order to offer equal opportunities to all and to reflect the Haitian culture, in particular in its articles 29, 30 and 31: which Decree specifies in its article 31 (2th paragraph ) that, in all cases, from the 6th year, the timetable volume reserved, either for French or for Creole, in the teaching study plan cannot be less than 25% of the weekly timetable ;

Having regard to the Presidential Decree of September 17, 2014 on the reform of the operation of educational establishments in the Republic, modifying that of September 1, 2014:

Having regard to the Ministerial Decision of February 23, 2022 on the exclusive financing of didactic textbooks in Creole for the 1st cycle of basic school;

Considering the Ministerial Decision of April 19, 2023 on the consolidation of basic school via the Training Center for Basic School (CFEF) and the Basic Schools of Application / Pedagogical Support Center (EFACAP).

Considering that the Ministry of National Education and Vocational Training (MENFP), a state body in charge of the education sector, intends to improve the quality of public services offered to the population, particularly in the delivery of certificates and transcripts:

Considering the curricular reform in progress and the implementation of the single school book in Creole:

After consultation and consultation with stakeholders on the application of the educational reform in its entirety, it was decided as follows:

Article 1. From the 2023-2024 school year, the subjects or disciplines, object of evaluation in the official examinations of the 9th fundamental year, are presented as follows with their coefficients:

1. Mathematics / 300 points;

2. Creole / 300 points (instead of 200);

3. French / 300 points;

4. English / 200 points;

5. Spanish / 200 points;

6. Social sciences (including citizenship education) / 300 points (instead of 200);

7. Experimental sciences / 300 points (instead of 200);

8. Aesthetic and artistic education / 200 points;

9. Physical education and sports / 200 points;

10. Initiation to technology and productive activities / 200 (instead of 100).

Article 2.- From the State examinations for the 2023-2024 academic year, with the exception of examinations relating to languages, candidates will have the choice of taking the other tests in French or in Creole. Consequently, two equivalent versions at the syntactical and linguistic levels will be offered to them. It should be noted that the teaching of English and Spanish is strongly encouraged from the 3rd year of basic school.

Article 3.- The Department of Curriculum and Quality (DCQ) and the Department of Basic Education (DEF) are responsible for the partial revision of the curriculum, mainly with regard to the revision of the pedagogical progression table in relation to the study plan including the hourly charges of the fundamental school.

Article 4.- This Ministerial Decision comes into force as soon as it is published. The Ministry of National Education asks the departmental directors of education, the coordinators of basic education, the principal and zone inspectors, the directors of public and private schools to ensure the strict application of this Ministerial Decision.
