Haiti - Politic : Garry Conille officially Prime Minister, still deadlocked
The Presidential decree [signed and dated October 5, 2011] appointing Garry Conille as Prime Minister was published in a special edition of the Journal Officiel "Le Moniteur" Friday, October 7. However, the new Prime Minister is still deadlocked regarding the presentation of its general policy statement of the Government.

While the general policy statement was to be held, in principle, today and Wednesday everything suggests that the new Prime Minister has difficulty with the Parliamentarians. The new Prime Minister would not seem able to meet some of its promises regarding the sharing of responsibilities, including in the Senate with the G16, which threatens not to take part in the ratification meeting of the general policy statement. The five ministerial portfolios "promised" in exchange of their votes, would have been reduced to 3, according to some Senators...

According to Sorel Jacinthe, the President of the Chamber of Deputies "we expect the Conference of Presidents, which is the decision-making body at the level of the agenda planning [...] The deputies told me that together we must determine when and how we will do to the presentation of the general policy [...] so I'm forced to wait until today [Monday] we will make the Conference of Presidents to determine when we will do the ratification meeting of the general policy of the Prime Minister..."

The Senatot Jean William Jeanty (Nippes / Southwest) (KONBA) reiterates his position so that "light be shed on the nationality of the new Prime Minister," stressing that "his documents were not correct, he spent years in Canada and we have not found the copy (ies) of passport used during his travels in Canada."

The Senator Youri Latortue (Artibonite / Nord) (AAA), encourages the Bureau of Senate "to create a Special Commission to obtain the necessary clarification [on the nationality of Dr. Conille]. It is likely that the 17 senators who voted in favor of Garry Conille, return on their votes if the suspicions about his nationality is confirmed [...] These steps should be taken before that Conille come to present the statement of his general policy in both chambers."

The Senator Simon Dieuseul Desras has informed yesterday the Prime Minister, that if he does not make the statement of general policy by Thursday, a delay of several days is to be expected because of the absence, after that date, of several members of the Senate who have obligations outside "Several Senators have a appointment scheduled for several months and they must respect them."

The unit is far from being achieved within the group of 58 [new majority in the lower house] consisting largely of parliamentarians of the Alternative platform. The Deputy Arcluche Louis-Jeune (Alternative - Grand'Anse, Southwest) and member of the G58, recognizes that Altenative made made an error by voting for ratification of Dr. Conille without guarantee and vowed that this will not happen again.

Considering the articles 133, 136, 137, 155, 157, 159 et 163 of the Constitution :

Given the ratification on September 16 and October 4, 2011 by the Chamber of Deputies and the Senate, of the choice of the President of the Republic, Mr Garry CONILLE as Prime Minister in accordance with the Constitution ;

Considering the need to appoint the Prime Minister

DECREE

Article 1.- The Citizen Garry CONILLE is appointed Prime Minister.

Article 2.- A certified copy of this Decree will be given to the interested

Article 3.- This Decree will be printed, published and and implemented for the purpose of rights.

Given to the National Palace, to Port-au-Prince, on October 5, 2011, 208th Year of Independence.
