Haiti - Politic : Presentation of the general policy statement, the confusion reigns...
The session of presentation of the general policy statement of the Prime Minister Garry Conille will not take place this Thursday, Oct. 13 said Senator Jean Hector Anacacis Vice Pésident of the Senate, specifying that yesterday afternoon, the Bureau of the Senate had not received the document of General Policy Statement of the Prime Minister. "I hear that such a document would be circulating on the Internet... nut at the level of the Senate we have received nothing and we have no direct contact with the Prime Minister since the beginning of the day" added the Senator.

Yet, according to a close to the new Prime Minister, the general policy document was sent to the Senate in the morning. Moreover, the Senators Déras Simon Dieusel and Edmonde Beauzile have confirmed to have received it by e-mail, the text of the statement.

The Senator Anacacis is unable to say if a meeting could take place this week, recalling that two Senators [Edwin Zenny and Michel Clérié] have to left the country Thursday for a week and that tomorrow Friday, a delegation of Senators will left the country, as part of an official visit... and that the absence of these Senators may affect the holding of a meeting...

For the Senator oseph Joël John (West) "...having ratified as Prime Minister [Dr. Garry Conille] does not mean that he is already Prime Minister, he is ratified bu to be Prime Minister he must make a statement of General Policy in Parliament [...] it must come with things that provide solutions to the problems faced by the society, so we say, Garry Conille be careful, the vote that took place in the Senate and the House of Deputies should not be considered as a blank card. Today, the vote for its policy statement will be conditioned. It will be conditioned with people who will take part to the ministerial cabinet, to what kind of power ihe t will put in place, the issue of free school (teacher recruitment, retraining of teachers...) [...] So if these things are not in the statement of General Policy and well we will have an unfavorable position, Article 158 of the Constitution says that if the Prime Minister gets a negative vote in one of branches of parliament, the process will repeat, there is nothing else to say... [...] we heard and we found that the country is ready to fall into a political crisis, because the team of the presidency plays a game, and that in this game, it is the poor who will pay the consequences. We say to Senators and to the Deputies to take their responsibility in front of this drift that threatens the society and which can lead the country into a very long crisis that will threaten the democracy of teh country..."

Sénateur Simon Dieuseul Desras (Centre / LAVNI) "...the position of the G16 will depend on what it's said in the paper [General Policy], and how we find ourself in this document [...] Is this this document will meet the wishes of the people ? The expectation of the population ? Does the promises that have the habit of being made in policy statements, will be the same thing, a beautiful French, beautiful things but nothing happens ? So is in this sense that we will question him [Prime Minister], and according to his answer, we will determine if his answers can sit on a reality if there is a change in the type of policy, if we are going to give a favorable vote or not..."

For her part Edmonde Supplice Beauzile (Centre / FUSION) explains "...I think that will eventually come to an agreement, [...] I think that the position of Alternative should normally remain consistent. We are not in a question of sharing of responsibilities at this level, in the weakness of the state we have always believed that we should have a pact of governability, but it was never question of sharing of responsibilities or of power..."

The members of the Grouping of Parliamentarians for Change (G58) the a majority in the Chamber of Deputies, was in meeting Tuesday at the Hotel Le Plaza in Port-au-Prince "Our position remains unchanged. We agreed with the Executive that the Members must be integrated and involved in local governance" recalled the Deputy Abel Descolines, spokesman for the G58 "The members of group 58 are ready to vote the the general policy statement of the Prime Minister only if it takes into account our recommendations"

In addition, ean Rodolphe Joazile, the President of the Senate, stated that "the Prime Minister Conille should begin in the House of Deputies, as had been planned initially..."
