Haiti - FLASH : 3 times more armed bandits than police officers in Haiti 27/10/2023 10:34:33 In 2019, the United Nations Mission to Support Justice in Haiti (MINUJUSTH) estimated the presence of 162 armed groups in Haiti with around 3,000 men throughout the national territory... In 2023, the National Commission for Disarmament, Dismantling and Reintegration (CNDDR) estimates that the number of armed gangs is now greater than 300 and their numbers are around 9,000 men... The Commission specifies that these armed groups are constantly recruiting new members and it is difficult to know their exact number. For the record, in 2004, there were officially 34 armed groups in Haiti. In the report of the United Nations Sanctions Committee which works on Haiti, the group of experts indicates that despite the will of the high command of the National Police of Haiti (PNH) and the police officers on the ground assigned to active tasks of public security, the police institution lacks the means to deal with bandits "The police have a limited budget, lack personnel, are poorly equipped and poorly trained to deal with the complexity of the situation on the ground and do not does not have the capacity to reconquer the territories occupied by gangs [...] Despite the appeal launched by the Prime Minister a.i. in March 2023 to the national armed forces, the police remain the only line of defense against gangs » Operational capacity in defense and security of the Armed Forces of Haiti reconstituted by President Moïse is very weak,” underlines the experts of the Committee.
