Haiti - FLASH : The PNH in full transformation to fight gangs
Friday October 27, 2023 during the handover ceremony to the Haitian National Police (PNH) of 20 patrol vehicles and 250 all-terrain motorcycles https://www.icihaiti.com/en/news-40835-icihaiti-security-donation-of-20-toyota-pickups-and-250-motorcycles-to-the-pnh.html Frantz Elbé, Acting Director General of the PNH declared "We are pleased today to announce that we will move to another stage of the plan developed for the recovery of the country's security situation: the dismantling stage."

He explained that to confront and dismantle gangs "[...] Right now, we have hundreds of police officers in training [...] Today, we are building a robust police force with great logistical capabilities, police officers well trained in the circumstances to respond to security challenges."

According to Elbé, the police institution is in the midst of a transformation process, emphasizing "This transformation is focused on the provision of equipment, continuing training for specialized units, respect for human rights, among others [...] We ask the population to be a little patient because the transformation will take a little time. But we see that we have a police force that is being strengthened, gradually increasing in terms of operational capacity, a police force capable of fighting gangs which is only waiting for materials ordered by the Haitian State to prevent bandits from committing crimes in areas controlled by the Haitian state.
