Haiti - COP28 : Summary of Haiti’s priorities
The 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC) will take place in the United Arab Emirates in Dubai, from November 30 to December 12, 2023. It will be the global stocktaking COP, the operationalization of the Loss and Damage Fund, the increase in the level of ambition and the development of the work program on the just transition.

This will be a new opportunity for the community of nations to put things right, to make progress at the speed and scale necessary to combat the climate crisis, including limiting the increase in global warming to 1.5 Celsius degrees compared to pre-industrial levels. It will also be an opportunity to restore confidence in developing countries like Haiti which, in the name of climate justice, desperately await compliance with the commitments made by developed countries.

Summary of Haiti’s priorities:

  • The operationalization and capitalization of the Loss and Damage Fund. Haiti, like other Small Island Developing States (SIDS), needs this fund to guarantee rapid and simple access. In addition, it hopes that the decision of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA-5) on the Fund specifies its scope as well as an obligation for developed countries to contribute. ;
  • A new framework for the global adaptation goal. The implementation of this framework by developing countries like Haiti will require, among other things, financial support by developed country Parties;
  • Clear, high-level political messages on the results of the first global stocktaking as well as the follow-up to be given which clearly indicates the follow-up to be given to the first global stocktaking, with particular emphasis on the financing of those -ci ;
  • Accelerating the work program on raising the level of mitigation ambition, including reducing emissions from plastic pollution, to put the world back on a trajectory of 1.5 warming degrees Celsius compared to pre-industrial levels;
  • Confirmation of compliance with the US$100 billion commitment as well as the identification of clear timetables to achieve this;
  • The presentation of a realistic plan for the significant increase in financial support for the adaptation of developing countries accompanied by support for capacity building and technology transfer and development;
  • The gradual elimination of the use of fossil fuels without a reduction system
