Haiti - Politic : First debate on the question of the identification of the Haitian diaspora
Yesterday Friday, several personalities representing fifteen national and international organizations and state officials attended a meeting on the registration and identification of Haitian nationals of the diaspora.

Convened by the Ministry of Haitians Living Abroad (MHAVE), and supported by the Support Group for Returnees and Refugees (GARR), this meeting should generate reflections on the problem of the identification in the country, and in addition, the Haitian migration in foreign countries.

In addition of the holder of MHAVE, Daniel Supplice, Ms. Colette Lespinasse, Coordinator of GARR, Mr. Gabriel Bidegain of the United Nations Fund for Population Activities (UNFPA), Ms. Blaise Darlène of the Platform of Haitian Human Rights Organizations (POHDH), Mr. Jean François Puel of the Organization of American States (OAS), Mr. Bordes Geslet of the United Nations Children's Fund (UNICEF), Mr. Nguassi Mulume of the International Organization for Migration (IOM), have also took part to the discussions.

It is the duty of the State to provide to the members of the diaspora, a national identification card the same way of those living in Haiti. This is why "we have had talks with Foreign Embassies, organizations of human rights and other state entities with responsibility in the matter," explains the Minister Supplice.

According to the Minister everyone agreed to solve the problem of the identification of Haitians living abroad. The Dominican Republic which represents until now, a challenge, is the prime target of the government.

During the discussion some proposals were made

  • It is necessary to involve Haiti and the Dominican Republic in the resolution of problem of the Haitian migration in the territory Dominicans;
  • Think about a policy of civil status in Haiti
  • Conduct an awareness campaign on the importance of identification documents in Haiti and in the other countries

It remains an established fact that it is necessary to provide Haitians with an identification number at birth, number they keep all their lives.
