Haiti - Politic : Fruitful visit of Secretary of State for Territorial Collectivities in France
Mr. Jean Fritz Jean-Louis, the Secretary of State for Territorial Collectivities, was in France from November 26 to December 1, 2011 as part of an official mission organized by the Prefect referent on Haiti to the French Ministry of the Interior, Mr. Jean Dussourd.

This visit, that was part of the dual theme of strengthening of the territorial State and of the Decentralization, allowed the Secretary of State Jean-Louis to share with its partners his determination to find ways and means to strengthen the municipalities, delegations and the Vice-delegations to lead to the creation of a Territorial public service and a vision of a decentralized model specific to Haiti.

Welcomed at the Ministry of the Interior, by the Prefect Dussourd, the Secretary of State for Territorial Collectivities had his first meeting Monday, November 28 with the Central Director of Public Security, during which were discussed issues related to the competence of the Central Directorate of Public Security, the role of prefects, the relationship between the police and civil authorities, prefects and mayors. On the sidelines of this meeting, the General Directorate of National Police (DGPN) accepted to send one or two technical cooperators in Haiti to assist the Secretary of State for Territorial Collectivities to be structured. The DGPN also plans to receive Haitian delegates to carry out internships in French Departments.

In the presence of the acting Chargé d'Affaires to the Embassy of Haiti in Paris, Mr. Fritzner Gaspard, and the representative of the International Association of Francophone Mayors (AIMF) in Haiti, Mr. Evans Lescouflair, the Secretary of State had a working lunch with the Secretary General of the AIMF, Mr. Pierre Baillet. On this occasion, the parties agreed on the need to recover the mutualized centers, how to strengthen the Intercommunity, the management of the haitian Territorial Collectivities to the AIMF and the necessity to foster the interests of donors, including the European Union. It was also question of the necessity to establish a center of higher studies dedicated to the collectivities trades, to standardize procedures at the level of the collectivities and to develop a digital platform of management.

The Secretary of State Jean-Louis ended his working day with meetings with the Deputy Director of Modernisation and Territorial Action (DMAT), Yves Lebreton, and the Interministerial Delegate for Spatial Planning and to regional attractiveness (DATAR), Mr. Emmanuel Berthier, around the issue of land use.

On Tuesday, November 29, Mr. Jean Fritz Jean-Louis, visited the National Center for Public Service (CNFPT). He was accompanied for the occasion, of Prefect Jean Dussourd and of the Cultural Chargé d'Affaires of the Embassy of Haiti in Paris, Ms. dieune Fanfan. This visit allowed the Secretary of State to discuss of the opportunities of cooperation that may be established between the CNFPT and the Secretariat of State for Territorial Collectivities for the establishment of a Territorial public service and a training center for the Territorial public service. Another meeting has also be held on the same day with representatives of United Cities France (CUF) in order to reassess the decentralized cooperation with French cities.

On Wednesday, November 30, the Secretary of State has had a working meeting with the Director of International Affairs of the Caisse des dépôts et de Consignation (CDC), Mr. Laurent Vigier. Under the control of Parliament, this institution operates in the public interest on behalf of the State and for the Territorial Collectivities. After this meeting, the CDC agreed to send a mission in Haiti to explore the possibility of setting up a Society of local mixed economy (SEML) in partnership with the French Development Agency (AFD) and other potential partners.

The Secretary of State, accompanied by the Charge d'Affaires, had a working meeting in the afternoon of November 30, 2011 with the Deputy Director of the French Development Agency (AFD), Didier Mercier, which has, among other things, promised to provide expertise to the Secretary of State for Territorial Collectivities to structure the institution to better fulfill its mission.

The Secretary of State Jean-Louis met in the morning of December 1, well before his departure, to the Paris City Hall, the Deputy Mayor in charge of International Relations, European Affairs and the Francophonie, Mr. Pierre Schapira.

The Secretary of State for Territorial Collectivities has, on this occasion, gave to all his interlocutors the assurance that things are moving in the right direction, despite some difficulties, and shown a willingness, foolproof, to achieve his objectives to modernize the territorial collectivities in Haiti.
