Haiti - Politic : The Club de Madrid contributes to political consensus among Haitians
Once the reconstruction phase is over, it will be necessary to move forward in the development stage and thus offer better life conditions and new hopes for a better future to the Haitian people. Job creation is one of the priorities of the President Martelly’s government, and the best way to free the country from external dependency; but the investments in job creation also require physical and juridical security, which arise from nothing but political will. That is why a constructive consensus on the key issues for the future of Haiti is an indispensable condition to the development of the country.

To contribute to this possible consensus, the Club de Madrid will meet on December 19 and 20 with representatives of the legislative, executive and judicial powers, representatives of the local entities, civil society, the business community and political parties in order to understand their worries and suggestions.

Former Presidents Lagos from Chile, Quiroga from Bolivia, Torrijos from Panama and former French Prime Minister Jospin will lead the VI High Level Mission of the Club de Madrid to Haiti, part of the project Global Leadership for Haiti’s Reconstruction Project, an initiative that counts on the financial support of the European Union1 and implemented by the Club de Madrid, whose Secretary General Westendorp will also join the Club de Madrid delegation, along with High Level International Expert Valdés.

On the 21st, the Club de Madrid and the Haitian Presidency will convene all stakeholders in a plenary session in which they are due to identify the areas of agreement and establish those matters that require further dialogue. The objective is to contribute to a process conducive to a national pact around the issues that will have been identified as priorities for the governance of the country. This is process only Haitians can lead, although it can benefit from missions like this one and other forms of support from the international community.

In this new mission, the Club de Madrid looks forward to contributing to a political consensus among Haitians, and to supporting the different initiatives that advocate for a political agreement that ensures the necessary stability and a shared vision of the future in order to address the still unresolved challenges the nation faces. The Club de Madrid delegation hopes to find in Haiti a discussion‐friendly climate, for agreements are built on the hope for a better future and not on the discrepancies of the past.

For 18 months, the Club de Madrid has been accompanying Haitian leaders in their multiple challenges their country has had to face since the earthquake of January 2010. During the convulsed electoral process, the proclamation of the results of the presidential elections, the still pending constitutional reform, or in the debate around the future of the ICRH, the Members of the Club de Madrid have put to the disposal of the Haitian leaders of the 48th and 49th legislatures their political experience and their good services to the international community.
