Haiti - Politic : Toward the publication of the Constitution soon ?
While the President of the Republic, Michel Martelly had declared "I propose that within a period close to be determined with the Parliament, to advance on the Constitutional Amendment as expected by political actors, the Diaspora and the people of Haiti", and the corrected version was sent to the President last Friday, which has in turn returned it to Parliament due to some typographical errors, the latter should be initialed by Saurel Jacinthe yesterday and redirected to the Executive for publication last night or Monday.

The correction asked has been made ​​in consultation with the commissions of both houses, of the Presidency and of members of civil society.

The non-publication continues to provoke reaction among civil society actors, Edouard Paultre, the coordinator of the Haitian Council of Non-State Actors (CONHANE), who worked with the government and parliament on the text to be published, he is impatient, noting that "for over 3 months we are working with the Haitian Parliament and we have produced together a harmonized document to facilitate the publication in Le Moniteur, of the constitutional revision," adding that "the establishment of permanent electoral council passes inevitably through the publication of constitutional amendments."

Mr. Paultre states that "the final text of the amendment will reflect what parliamentarians voted [...] There was no agreement between the parties so that anything to be published as an amendment..."

While the historian Georges Michel warned the President against a trap that would have been set by parliamentarians if he publishes the text of the amended Constitution. "These same parliamentarians who push the head of state to make such an act are the same which may at any moment indict him..."

Mr. Michel is very critical towards the text of the amended Constitution in particular because of section 149 "In case of vacancy of the Presidency of the Republic or by resignation, removal or in case of physical or mental disability duly determined permanent, the Council of Ministers, under the presidency of Prime Minister exercises the executive power until the election of another president..."

"Behold, now is a politician who could replace the president, instead of the President of the Court of Cassation" deplores the historian.

Georges Michel call for pure and simple rejection of the amended Constitution because of the practical impossibility of correcting errors, recalling also that the Constitution is not amended in Creole, "it would be a crime against the Constitution of 1987" to publish only the French version, he says.
