Haiti - Politic : For Mirlande Manigat, the procedure of Amendment to the Constitution is no longer valid
Intervening, Wednesday during a panel discussion of political parties, Mirlande Manigat has indicated that because the procedure of publication of the amended constitution was not respected nothing can be published, the amendment procedure is no longer valid and until further notice "it is the Constitution of 1987 that applies..."

"...in the Constitution which was amended, there is nothing that can be published, no constitutional law can not be published [...] to amend it again it is necessary to wait until the end of the 49th Legislature and start over. However, nothing prevents the members of political parties, associations ... to start thinking about what would be good to change in the Constitution [...]

The Executive now has nothing to do with the amendment procedure, the amendment procedure is no longer valid [...] there are two sectors, the domestic sectors that have perhaps misread the Constitution and the current challenges, maybe they have taken an approach too politician, while the amendment procedure is legal first. Then there is the international sector [...] First, this does not concern them, it is our business. Secondly, I ask them if they would accept in their homes this brigandage ? [...]

The absence of a Creole version is serious, because the Constitution is published in both languages​​, this is the first time that the Constitution is published in both languages​​. I must say that the Creole version is not the translation of the French version, on March 10about two o'clock in the morning they [the parliamentarians] have adopted article by article the French version, then article by article the Creole version this means that we have a Constitution, a text of law which is adopted in both languages​​. Again, this is the Constitution of 1987, which applies until further notice..."
