Haiti - Politic : Presentation of the second preliminary report of the Commission on the nationality
Although the work of the Commission on the nationality of members of the Executive, is not over [it should be probably within two weeks], the members of the Commission have presented this Tuesday, April 10, a second preliminary report, in order to allow the Assembly of Senators to continue their work of ratification, in the light of information contained in this report.

Before the reading of the report of the Commission responsible for examining the documents of Prime Minister-designate, Laurent Lamothe, the Senator Westner Policarpe, before the assembly read this preliminary report #2 (named Addendum) of the Commission on the nationality of members of the Executive whose HaitiLibre.com reproduces the essential.

The Minister for Foreign Affairs also reacted after the presentation of the report of the subcommission, Mr. Lamothe has submitted 3 additional passport to the commission [...] the first one from 26/02/2007 to 25/02/2012, a second from 11/04/2008 to 25/02/2012 and a third from 08/01/2009 to 25/02/2012 [...] the analysis of the use of passports by the Minsiter Lamothe reveals inconsistencies and disturbing facts on how this businessman used the so-called travel documents, we have not been able to understand why Mr. Lamothe has used the passport # 1 [...] to return to Haiti in 2011, we all know that an expired passport should be canceled or obliterated, while he held 2 other passports expiring in 2012 [...] the passport #1 records 8 exit of Haiti [...] and only 4 entries, question with what documents he is returned to Haiti during the 4 other occasions ? Passport #4 8 entries and 5 exits, 3 exits non-documented or recorded. Always the same type of enigma making ask if Mr. Lamothe did not use a travel document other than a Haitian passport for his 3 exits. Passport #6 valid 03/05/2011 to 02/05/2018 to the number FL 2529494, it is not in the computerized system of the immigration service [...] Another mystery... Mr. Lamothe has stayed 14 days in Haiti during 2009, during 5 consecutive year Laurent Salvador Lamothe passed only 106 days in Haiti [...]

[...] According to the statement of Deputy Sorel the President Martelly would have made ​​revelations about the nationality of Mr. Lamothe, it would have revealed that he did not choose Mr. Lamothe Salvador preferably because he has dual nationality. The declarations of the deputy Sorel were recorded during an informal meeting March 22, 2012 in the presence of 5 Senators members of the special commission responsible for studying the folder of Laurent Lamothe and 4 members of the Commission of Inquiry on nationality [...]

The inquiry commission attracted the attention of honorable senators that the fact that all Haitian citizens who have regularly received its passport from a Haitian consular representation or embassy abroad necessarily implies that this citizen resides abroad, remember to the circumstance the case of the citizen Wyclef Jean, candidate for President of Haiti, he was disqualified in the elections of February 2010 because he could not justify his residence in Haiti.

The commission did not stop to investigate on the 35 other records of members of the government which are far from being classified, and it discovered that a lady named Stephanie Villedrouin holds a residence card #A29 622 010 aged 29 [...] has voted to the US elections of 2008 in the state of Florida with a voter registration card # 111 879 680, it would be interesting to elucidate this fact, to determine whether we are dealing with two people with the same name and almost the same age, stress that the right to vote is strictly reserved to U.S. citizens in the United States of North America. Recall finally that Ms. Villedrouin was the only one not showing up with documents before the Commission on February 13 thus avoiding to answer any questions that could be asked to her, this can only reinforce doubts about the person and the nationality of Stéphanie Villedrouin, therefore the Commission of Inquiry needs to meet with Ms Villedrouin to elucidate this mystery.

The commission on Nationality received Wednesday, March 28, 2012 a batch of documents from the hands of the deputy Arnel Bélizaire on several members of the executive power whose the President of the Republic, the Ministers resigned Laurent Lamothe and Ms. Stéphanie Villedrouin Balmir, these documents provided with seals of authentication which would have been provided by the judicial authorities and other agencies of the United States of America deserve careful analysis by the commission because they provide answers to some questions. Among this answers there are documents that appear to establish direct links between the two persons Michel J Martelly and Michael J Martelly exists in many cases in the United States contrary to the claims of the Ambassador of the United States of America, Mr. Kenneth Merten who said the contrary. [HL - Note that Ambassador Kenneth Merten has never mentioned the name of Michael J Martelly unlike the report's assertion].

Pending other information such as the 9th passport of President Martelly and the photocopy of his U.S. residency card [...] given the urgency of the moment [...] the commission dealing with nationality submits to the judgment of the honorable senators this second addendum which is far from being a comprehensive report. We report that the President of the Republic persists in the obstinacy to not cooperate fully with the commission.

However the committee colleagues investigating on the nationality of members of the executive branch can already formulate to the attention of the Assembly of honorable Senators [...] the following recommendation :

1- take into account the suspicion of multi-nationalities of President Mr. Martelly and Mr. Laurent Lamothe

2- a Prime Minister-designate must demonstrate that he does not hold any other nationality under section 157 of the Constitution of the Republic, regarding Mr. Lamothe he must clarify the gray areas contained in its various passports

3- Mr. Laurent Lamothe has been designated by Mr. Martelly the latter is the subject of an investigation of his nationality, it would be necessary to wait the outcome of the investigation on Martelly to see if the President Martelly is authorized to designate a Prime Minister in Haiti.

4- It is necessary to take into account the statements of President Martelly on the multi-nationalities of Mr. Lamothein front by 2 key witnesses, the former President of the Senate and a former President of the Chamber of Deputies. [HL - This information has been denied by Joazile former President of the Senate, who was present with the Deputy Sorel in this meeting, but there is no mention of this denial, well that anterior to this report!]

5- It would therefore be better to defer the presentation of the report of the special commission responsible for reviewing the records of the Prime Minister-designate while waiting to elucidate all the points mentioned above

The ratification by a large majority of Prime Minister-designate, Laurent Lamothe is once again a personal defeat, for the Senator Moïse [President of the Commission nationality and personal enemy of President Martelly], for which, without doubt lose a battle is not losing the war.
