He denounces a certain haste in the treatment of this issue and claims his presence in the Special Commission of ratification, in his capacity of deputy independent, while qualifying at the same time, the Commission of "illegal" [?] The Deputy Bélizaire justifies his claim, by stating that the latter (claims) complies with the internal regulations of the Chamber of Deputies... Yet nothing in this regulation allows Arnel Bélizaire to claim his presence within the Commission, especially, that he issued no objection at the time of the designation of members by the office of the Lower House, during the formation of the Commission... Article 50 of the internal regulations of the Chamber of Deputies states "Members of the Special Commission are appointed by the bureau, on the proposal of presidents of group and by taking into account the political configuration of the Assembly. The Independent Deputies present individually their candidacy o the President of the Chamber of Deputies."
