The President Michel Martelly, has proceeded Friday, May 11, to the inauguration of the new Headquarters of the National Old Age Insurance (ONA), a new premises located at the corner of streets Rigaud and Lamarre (Pétion ville) among others in the presence of Ministers and Secretaries of State and representatives of civil society.

"I inaugurate today the headquarters of the ONA with the same conviction that animated me when I shouldered the high responsibility of guiding the destiny of this great nation: it is that to include, in my term, an era of change and renewal" declared the Head of State who took the opportunity to commend the determination and leadership skills of Mr. Bernard Degraff, the Director General of this institution.

President Martelly said that he was convinced that "it's another victory for the Haitian people, one more step towards the improvement of its welfare, a necessary openness towards the creation of new opportunities of social advancement to the benefit of the population [...] These new institutional capacities will contribute, I believe, to increase the performance of ONA in its services to policyholders and also improve the quality of services to the population. They will provide a better framework for an effective implementation of the program ONAPAM who, by opening opportunities for loans to small entrepreneurs throughout the country, put the ONA in the fields of social investment, as an institution firmly focused on the revival of economic activity...", adding that the institution had to develop a welcoming atmosphere, respecting the dignity of insured persons, pensioners and most certainly, that of the Haitian people.

For his part, the Director General of the ONA, estimated that these new premises symbolize the new ONA and expressed his determination to meet the requirements of the Head of State, aimed at improving the living conditions of the Haitian people, he promised better management of the institution. If he lamented that the ONA has experienced a deficit of 1 billion gourdes over the last three years, he has been pleased by cons, of the increase of 30% growth recorded over the last six months through contributions.

In addition, Mr. Degraff has indicated that as of next week, the delivery of booklets (carnet) will no longer be a headache "[...] this booklet that people are waiting 4-5-6 months... will be replaced by a digital card, which will contain all the information. All companies who need cards for their employees, can call us, we will move to pick up information, take pictures and two weeks after maximum, the cards will be available [...]"

The Director General of the ONA also explained the changes on the calculation of pensions "instead of basing the pension increase on inflation, the ONA will now be calculated on the basis of 50% of the average wage of the last 10 years the contributor. Thus, if a worker did not have enough money when it was a contributor and it does not give him a pension equal to at least 70% of the minimum wage currently in force, the ONA will compensate for the amount of his pension reaches 70% of the minimum wage..."

The President Martelly appealed to the cooperation of everyone in order to strengthen and innovate the institutions and adapt their services to the major challenges of the day. According to him, these institutions should definitely upgrade towards the practice of participatory governance and of proximity responding to the real needs of the people : "It is therefore towards this new vision that I intend guide all institutions of the country in order to build an inclusive government to serve all."
