Haiti - General Policy : Levaillant will not convene the Assembly Monday
Following the postponement "sine die" in the lower house, of the presentation of General Policy of the Prime Minister ratified, Laurent Lamothe [lack of a quorum], Levaillant Louis Jeune, President of the Lower House explained his vision of the situation and of refusal of some members to enter in Parliament and afford to have a quorum for the opening of the Assembly.

"[...] ...Probably that groups of members were dissatisfied with the discussions, or negotiations they have had with the President or Prime Minister Lamothe. For example there is the North Group, who said they have aggred with the President, so that it restore the ODN (Organization of Northern Development), and so far the ecree has not come out to appoint a Director General at the head of the ODN. There is another group, very close to the President, who was outside and who did not entered... I attribute this behavior to the amateurism of the gentlemen of the Government, from the Presidency through the Prime Minister... Because all the time, I told them to avoid discussions with small groups or with MPs, but to discuss with political parties, because if you have the agreement of the parties, you have the agreement of members at the same time [as long as party members follow the voting instructions, the case of INITE in the senate demonstrated the contrary...]

So that's what happened [...] this is what makes that, for lack of quorum, I adjourned the session 'sine die'. That means that I can not give a date. Between today and Monday, I can not make a new convocation and Monday as you know, the National Assembly will close the first regular session of 2012 of the Chamber of Deputies.

Probably it is the President who will make an convocation to the extraordinary by decree, to convene the Chamber of Deputies, so that the Prime Minister can come and present his policy statement. The Government can not yet be installed, in fact Mr. Lamothe is Premier Minister but the Government can not proceed with his inauguration, we are still in the liquidation of current business, this is a dead end...

I think it will take time to get out, people are suffering, but I do not think that it is by being pressed that we will solve their suffering, however, we need time to discuss. What's happened is due to the rush, because the Government has not given enough time to convince each other that the project it has, is a good project..."
