Haiti - Politic : Opening of the second legislative session
Monday, June 11, was held at the Legislative Building in Ordinary Assembly, the opening of the second regular session of the legislative year 2012. On this occasion, the Prime Minister, Laurent Lamothe, surrounded by his Cabinet and in the presence of members of the Diplomatic Corps, presented to both houses [51 Deputies and 18 Senators present], the speech-balance sheet of activities of the Government in accordance with Article 98.3 paragraph 8 of the Constitution of 1987. [Article 98.3: the responsibilities are: 8) to receive at the opening of each session, the review the activities of the Government.]

"Once invested of your approval, my Government is committed with determination, and through concrete actions and fast, o drive the destiny of the nation in the sense of modernity and of change" informed the Chief of Government who also believes that it is not easy to establish a real balance in three weeks of management of public affairs with all the complications that entails. However, with the greater cohesion that exists within the government team and its constantly displayed willingness to bring the desired change, concrete actions have been undertaken in the first days of taking office the Prime Minister.

The Chief of Government began its review by mentioning the various operations conducted throughout the country by the National Police to remove the public spaces the armed individuals in military fatigues claiming to be former members of the Armed Forces of Haiti. "The Government remains sensitive to the legitimate demands of the real demobilized soldiers who will receive their allowances and the contributions deposited into the Pension Fund of FAD'H", insisted the Prime Minister.

The Chief of Government also considers the fight against smuggling and corruption in its priority agenda in order to allow the state to recover funds left too long in the hands of mafia networks. The arrest of smugglers and the recent anti-corruption operation in Port de Paix are eloquent proof of this will to put an end to these dishonest practices.

The Prime Minister Lamothe recalled that education is a priority of the government Martelly / Lamothe, this is demonstrated by the universal education program enabling one million five hundred ninety-three thousand children (1,593,000) across the country go to school for free.

In terms of social protection, the Prime Minister Lamothe indicated that three newly launched programs (Ti Maman cheri, Aba Grangou et Katye Pam Poze), aimed at combating social exclusion, and reduce the extreme poverty affecting nearly 60% of the Haitian population.

The Chief of government recalled that significant actions in terms of tourism were initiated on the strengthening of institutional capacity in this sector, the easing of regulatory frameworks, the development of historical and cultural heritage as well as training plans relating to the restoration and hospitality. 20 inspectors will be trained as part of a Haiti-Canadian partnership. Contacts have already been established with 25 travel agencies around the world to revive the tourism carriers of job creation.

In environmental terms positive initiatives have been taken to combat the problem of sanitation and deforestation in all departments. The launch of the operation Ville Propre has allowed the collection of a considerable amount of garbage in the metropolitan area.

The Prime Minister also stressed having insisted on the establishment within the Primature of strategic bodies to enable it to respond urgently and effectively to the problems faced by the Haitian population in different areas. "I refer specifically to the cell of coordination and monitoring of public policies and of the unit of Budgetary Affairs. Other cells of the Primature has been entrusted to recognized skills," Mr. Lamothe said.

Furthermore, while welcoming the perfect harmony that exists at the head of the Executive, the Head of Government also emphasized on the process of implementation of the Council of Economic and Social Development (CDES), which must become a "permanent forum and autonomous of dialogue and consultation" of economic and social forces. "It's only a matter of days before the CDES is a reality! Historical fact in the annals of the Primature and in recent political history !" welcomed Mr. Lamothe. This initiative reflects the will of the Government-Lamothe Martelly to trigger the construction of the new Haiti with all and for all.

The Prime Minister, Laurent Lamothe has, also, indicated that a decree was issued by the President of the Republic, canceling the declaration of public of downtown. Such a decision must enable the private sector to implement its investment projects. In this perspective, following an agreement signed with Venezuela, five thousand (5,000) houses will be built whose 2.500 in Port-au-Prince and 280 in each department. Relevant industrial projects are underway, including the industrial park of Caracol.

The Prime Minister reiterated once again its strong commitment to work in synergy and transparency with the various branches of government and with all the vital sectors of the country to achieve its main objective : "Fòk pèp la jwenn".

During this session, have been ratified the loan agreement of the OPEC Fund of $15 million, for the continuation of work of the hydroelectric dam of Peligre [whose the Interamerican Development Bank (IDB) has already injected $ 32 million] and the Hague Convention as promised by Simon Dieuseul Desras last week.

Before the opening of this second session the actor Sean Penn has been decorated by the parliamentarians for his support and commitment to Haiti since January 12, 2010.
