Haiti - Constitution : The President Martelly decided...
Loyal to his constitutional prerogatives to ensure the smooth running of republican institutions, the President Martelly, after more than a year of controversy, has has resolved in favor of the higher interests of the Haitian people and authorized the National Press on Tuesday 19 June, during a ceremony at the National Palace, to reproduce the version of the amended text of the Constitution of 1987, as passed by the senators and Deputies met in National Assembly May 9, 2011, for publication in the official gazette Le Moniteur.

In the presence of the President and Vice President of the National Assembly, respectively Senator Simon Dieuseul Deras and MP Levaillant Louis Jeune, of the President of the Court of Cassation, Me Anel Alexis Joseph, of Prime Minister of Haiti, Mr. Laurent Salvador Lamothe, members of the Government and representatives of the diplomatic and Consular Corps, the President of the Republic has signed this important decree which marks a turning in the history of the country.

Aware of the solemnity of his act, the Head of State appealed to the sense of selflessness and sacrifice, the patriotism of each other, in the realization of this new and necessary step in the democratic crusade for the effective implementation of the rule of law.

"...Today, the nation is deeply divided on the question of the validity of the amendment process, the authenticity of the text of the amendments published in Official Journal, of the necessity to publish or not publish once again of amendments or simply to reproduce the publication already made ​​due to clerical errors (material errors).

If the constitutional amendment process and their publication is not attributable to my government, but rather to those who preceded me, it generates since I assumed the highest office of the State, bitter controversies, a spirit of division even of hatred, by putting face to face, supporters and opponent of the publication.

The gravity of the situation Nationale, obliges today the Head of State, guarantor of the smooth running and stability of state institutions, to set himself up as arbiter of these great controversies that have pernicious effects, under the aegis of all branches of government, the judiciary, the legislative and the executive, like three heads on one body, of the Civil Society and all the forces of the Nation, which, in a common burst of generosity expressed their desire to achieve a 'modus operandi' likely to move the country forward in the path of respect and democratic principles [...]

There is no doubt that the amendments [...] bring many new elements to the construction of a genuine rule of law such as the formation of the Permanent Electoral Council (CEP), the Supreme Council of Judicial Power (CSPJ) and the Constitutional Court,"
argued the Head of State who is convinced that his decision will have a positive impact on the country's future.

Representatives of legislative and judicial powers, in their speeches expressed their satisfaction with this political gesture, placed by the President Martelly and expressed their willingness to work in harmony for the benefit of the Haitian people.
