Haiti - Education : Back to school postponed to October 1st
Friday on the sidelines of a working session with the Commission Economy, Finance and Budget of the Lower House, the Prime Minister, Laurent Lamothe, accompanied by Josépha Raymond Gauthier, the Minister of Planning and External Cooperation and Marie Carmelle Jean Marie, the Minister of Economy and Finance, has announced that the new school year, originally scheduled for September 3, 2012, is postponed to October 1st, due to economic difficulties faced by the population. In order to assist families in need, the Government announced 3 emergency plans totaling 600 million gourdes (U.S. $1 = ± 42 gourdes).

The Prime Minister declared "[...] for the question of the school year, there was much concern about the September 3, which is almost in one month, so given the situation [economical of families] we had a discussion with the Minister of National Education and decided that the back to school would be done on October 1, 2012, to give parents of children, time to prepare for this return [...]"

To help families in need, the Government will therefore invest, an amount of 600 million Gourdes "[...] We are very aware of the problems of money [...] So we are launching 3 emergency plans.

The first, is a plan through the Metropolitan service of Collection of Solid Waste (SMCRS) which will create approximately 25.000 to 30.000 jobs [...] 10,000 jobs for Port-au-Prince, and 20.000 for the rest of the country. It is a national sanitation program that will touch virtually every province. The second program covers the manual cleaning of the channels through the Ministry of Public Works, Transport and Communications (MTPTC) which is expected to create between 10,000 and 15,000 jobs [...] and we have the Ministry of Agriculture also, which makes an emergency plan to create several thousand jobs..."


Josépha Raymond Gauthiera, provided some details on these 3 planes "[...] You know there is a situation of food insecurity, of drought and we know there is great concern relatively to the new school year, that is why, the Prime Minister met with the various Ministries and on our side we have done our job, which is to plan.

We look at all our folders, everywhere we had money, to put that money available to these three sectors that create jobs. We have put 200 million gourdes available to the MTPTC, who will undertake manual cleaning [...] They will use people who have problems and need to work and not machines [...] at the Ministry of Agriculture we also put 200 million gourdes to make works to strengthen banks, works-intensive labor and give work to the greatest number. Finally, we have released 200 million gourdes for SMCRS, for cleaning operations in Port-au-Prince and throughout Haiti.

I hope that these 600 million gourdes, which will be released and available on Monday, people in all areas will find really work, so that the population is ready for the new school year [...]"


Following the change of date, a new school calendar was developed by the Ministry of Education, which requires all actors in the educational sector, to make arrangements in order to respect the new timetable of October 1.
