Haiti - Politic : The EU only in favor of a Permanent Electoral Council
After having conditioning the aid of the European Union (EU) in in road infrastructure to the existence of Haitian programs of road maintenance, Carlo De Filippi, Head of EU Delegation in Haiti whose term ended Saturday, Aug. 11, declared Friday that the EU considered as the only option for its support [in the electoral process], the creation of a Permanent Electoral Council and that it considered any other option, outside the Constitutional framework ! It would be good to remind to this EU representative that our amended Constitution that privileges a Permanent Council does not exclude, pending its formation, the existence of a Provisional Council (Article 289)...

"[...] We are totally and solely in favor of a Permanent Electoral Council, we think [...] that the Constitution provides that, it's a big step towards a permanent and stable democratic system, moreover we go further, we say that the establishment of the Permanent Council, will allow the EU to support in a stable manner, all the electoral processes in this country. [...] any other formulas that a Permanent Electoral Council, we consider that they are not within the framework of the Constitution and therefore, they can hardly be supported by the European Union. [...] I can not comment on the appointment of members, but I think all parties should show willingness to come to these appointments..."

Also, last Friday the new U.S. Ambassador to Haiti, during a press conference in Fort-Liberté, after a 48-hour visit in the North, also argued in favor of the establishment of the Permanent Electoral Council...

Once again, the international community puts pressure and attempts to interfere in the internal affairs of Haiti...

Article 289 (Constitution of 1987 amended) :
"Pending the establishment of the Permanent Electoral Council provided in this Constitution, the Provisional Electoral Council of nine (9) members, chargedof the execution and elaboration of the Electoral Law to govern the next elections is designated as follows :

1) One by the Executive, not servant ;
2) One by the Episcopal Conference ;
3) One by the Consultative Council ;
5) One by the organisms of Defense of Human Rights not participating in the elections;
6) One by the University Council ;
7) One by the Association of Journalists ;
8) One by the 'Cultes Réformés' ;
9) One by the National Council of Cooperatives."
