Haiti - Economy : New Director General in charge of CFI
Mr. Georges Andy René, the new Director General of the Investment Facilitation Center (CFI), which replaces at this position Karl Jean-Louis, was installed yesterday Tuesday. The ceremony was held at the Primature in the presence of Prime Minister, Laurent Lamothe accompanied of Wilson Laleau, the Minister of Commerce.

Speaking to new Director General of the CFI, the Prime Minister declared "Your mission will not be insignificant. You will be responsible in particular to study and propose measures to enhance the competitiveness of our economy, and reconquer the domestic and foreign markets for our domestic products. [...]

My Government is committed to make of the private investment an engine for the creation of decent jobs and sustainable, but the main driver of economic recovery will be a good management and will start from CFI [...]

Mr. Director-General, I would like to remind you that in this role of platform public-private of dialogue, adds those to inform, assist and resolve any barriers to investments, whether national or international.

Very soon you will have, together with associations and civil society and other state agencies, to identify reform priorities to complete in the perspective of improving the ranking of our country in the international notation exercises, such as the Index 'Doing Business'.

Today, Haiti is ranked 180th out of 183, so your mission is from this ranking to position in the top 50. You have 6 months to do it, it is very possible, as 'impossible' does not exist in my vocabulary. Rest assured Mr. Director General, that you will have all the support necessary to accomplish your mission, that to make move Haiti from the 180th to the 50th position in the ranking.

In the interests of efficiency, it was agreed to hold all meetings of the Board of CFI here, to the Primature in order to allow an institutional rapprochement and a continuous monitoring of future reforms.

In conclusion I inform you that Karl Jean-Louis that leaves the CFI joins my cabinet to the Primature, so the work started will be continuous, followed and also recognized..."


Andy Georges René promised to Wilson Laleau, to be a collaborator determined to make more efficient the CFI, t intends to take measures including :

- Strengthening links with the Board to allow it to fulfill its responsibilities in terms of orientation ;

- The holding of meetings of the Advisory Board to enable it to fulfill its advocacy role ;

- Strengthening the function of studies of CFI in order to be able to create a collection of documents, for a better understanding of domestic, regional and international markets ;

- The improvement of means of communication, in order to disclose, both at national and international, the business opportunities that exist throughout the territory.

"One of the priorities of the CFI under my leadership will be the maximum harmonization of relations with the organizations engines of economic development throughout the country," indicated the new Director General who had words of brotherhood to the place of the outgoing Director, Mr. Karl Jean-Louis.

At the head of CFI for nearly six months, Karl Jean-Louis presented the report of activities to his successor noting that the figures speak for themselves. "Investment projects amounting to 600 million U.S. dollars have been facilitated by the CFI and the Interministerial Investment Commission," who called the recent opening of an office of CFI in Cap Haitien and announced for soon the opening of a "Single Window" to the SONAPI.

Andy Georges René, holds a law degree, a master's degree in business law and is specialized in investment law. Mr. René has conducted several comparative studies between the Haitian regime and other civil law systems. Member of the Board of Directors of the Chamber of Commerce and Industry Haitian-Canadian (CCIHC) and Secretary General of the Presidential Advisory Council for Economic Development and investment, Andy Georges René worked on the launch of private investment funds "Leopard Capital Haiti" as a legal adviser.
