Haiti - Elections : Parliamentarians are not progressing on the issue of CEP
Following the last meeting of President Martelly on September 4 with a group of 17 senators in an attempt to break the deadlock on the formation of the Permanent Electoral Council, and as it was to be expected, of senators the opposition [Francky Exius, William Jeanty, Steven Benoît, Anick Joseph et Jean Baptiste Bien Aimé] have rejected this week the formula of a Permanent Electoral Council Conjunctural (submitted by Senator Andrys Riché - Alternative/OPL), arguing that such a formula is unconstitutional. These senators remain on their position and they plead immutably for the formation of a Provisional Electoral Council, relying on Article 289 of the amended Constitution, which is part of the transitional provisions.

For Senator Steven Benoît, the proposal of a Council Electoral Conjunctural [of consensus] has no chance to benefit from the support of elected officials. He proposes to break the deadlock, nothing less than the resignation of six electoral advisers installed !

The Deputy Eloune Doréus, Spokesman of the Organization of People in Struggle (OPL) also rejects any idea to establish a Permanent Electoral Council Conjunctural.

The Deputy Saurel Jacinthe, former Speaker of the Lower House, abounds in the same direction, but he wishes that beyond the question of a permanent Council or Provisional, that the debate moves in priority on the advisers, their personality and skills, recalling that it is above all a matter of confidence for the people.

The deadline of 15 September desired by the President of the Senate, Desras Simon Dieuseul, to identify a consensus, is fast approaching... Hope that the Senate Assembly, found the path of reason and decides on a new consensual proposal from those submitted at the meeting of 4 September, and sit once again with the Executive.
