Haiti - Reconstruction : Electrification of Haiti, action plan of $1,7 billion 21/09/2012 10:07:21 "Face for more than two decades to a severe energy crisis, the country has seen its growth decrease and the vulnerability of its population increase. It is found today with an access to electricity of less than 30% for the whole country, of rates unfavorable to economic development leading to a chronic shortage for the Electricity of Haiti (ED'H) and a significant recurring expense for the Treasury. Poverty is therefore installed," recognized the Head of State. Faced with this situation, the President Martelly announced that its Administration commitment to target and promote energy security throughout the territory in order to ensure the availability and supply of energy in sufficient quantity and in adequate quality, to meet the needs of growing of the economy and households. Priority will be given to the development of local energy sources. The President declared [August 15] the state of emergency in the electricity sector. We understand the urgency in the context in which we live. We understand that more than 70% of the Haitian population does not have access to electricity. We also understand that less than 30% have intermittent access, an access of unacceptable quality, an unreliable access, declared René Jean-Jumeau, Minister Delegate, responsible for energy security. The statistics show a national electric coverage of less than 15% and an average annual consumption of about 75 kWh per inhabitant. To curb this drift, an Action Plan for the development of electricity for the period 2013 to 2016, entitled "PADE 2013-2016," presented by the Minister Jean-Jumeau, will be implemented. As well as a Plan of Action of the ED'H for 2012-2013, presented at the symposium by Ms. Andress Appolon, the new Director of the ED'H. "I was brought to power by the Haitian people to fight and win the battle for change. This change, which revolves around five axes (5 "E"), must be conducted through courageous decisions, such as the declaration of the state of emergency in energy for Haiti, last August 15 and the start of construction of the structural reforms needed to revitalize the sector," remains convinced the Head of State, which relies on the support of local entrepreneurs and international investors, and gave the signal of a new beginning in the energy sector. Install a National Center of operations Electrical Networks in Port-au-Prince (Dispatching) and a redundant system in Cap-Haitien. Check the 20 sub-stations, as well as new transmission lines, power plants and facilities defined in this document. Duration: 18 to 24 months when financing receptions Budget: $ 10 million 2. Complete the renovation of networks and stations in the metropolitan area of Port-au-Prince. Duration: 36 months from receipt of funding Budget: USD 150 million 3. Build new plants efficient totaling 300 MW, producing electricity at a cost competitive in the Caribbean and contributing to the diversity of the energy matrix of Haiti. Duration: 60 months Budget: USD 192 million 4. Build a new hydroelectric power plant (Artibonite 4C) of 30 MW capacity. a. Duration: 60 months b. Budget: USD 192 million 5. Construct a transmission line of 230 kV or (power factor of 0.95 and maximum voltage drop of 10% and of substations modern between Cap-Haïtien, Port-au-Prince, St. Marc, Gonaives, Jacmel and Cayes following the model proposed in the "Least Cost Expansion plan" developed by the firm parsons for the EDH. a. Date of completion: 36 months upon receipt of funding b. Budget: $ 100 million 6. Construction of 10 micro-grids in rural areas each powered by a 1MW solar power plant with storage capacity (total 10 MW) a. Duration: 24 to 48 months upon receipt of funding b. Budget: $ 50 million 7. Rehabilitate 8 small hydro power plants and build 2 new mini hydro (1MW): a. Duration: 12 to 24 months upon receipt of funding b. Budget: USD 26 million 8. Build 2 wind turbines (10MW) a. Duration: 24 to 36 months upon receipt of funding b. Budget: $ 50 million 9. Plants build waste to energy plants in key cities in Port-au-Prince (5-10 MW), Cap-Haitien (2-5 MW), Artibonite (2-5 MW), Les Cayes (1-4 MW), Jérémie (1-3 MW) and Jacmel (1-3 MW). (Total: 12 to 30 MW). a. Duration: 18 to 24 months upon receipt of funding b. Budget: USD 300 million 10. Strengthen 100 rural schools, health centers, police stations with 10 KW solar units with storage. a. Duration: 6 to 24 months upon receipt of funding b. Budget: USD 100 million. 11. Extending the electrical engineering program / energetic in two universities, including the State University of Haiti, and of technical schools to support 200 new students and technicians per year at the level license and develop the program of education and energy awareness of the population. a. Duration: Continuous Improvement b. Budget: USD 100 million (USD 10 million / year X 10 years) 12. Public lighting program for urban and rural areas. a. Duration: 18 to 24 months upon receipt of funding b. Budget USD 20 million 13. Project management, costs of legal advice and accounting expenses (10% of total): a. Duration: 5 years b. Budget: USD 155 million Grand total: USD 1,703 millions Concerning the funding of this ambitious plan, essential to the economy and to the welfare of populations, René Jean Jumeau, Minister Delegate for Energy Security [former Secretary of State for Energy] declared on the sidelines of the symposium "when we put this amount, it does not imply that it is the Treasury [...] that will give us all this money. Every action has a clear vision, we will use either own funds of the Haitian state, or of own funds of ED'H or international cooperation funds or private equity funds. There are a lot of different sources, which can compose this amount and precisely this symposium allows to see what we intend to do, that the public sector know how we will work, that international cooperation know in what direction it must help us, and enable national and international investors to know in what direction they need to invest to contribute to this plan, for having a coherent whole..."
