Haiti - Justice : Modernization of the criminal expertise
The Ministry of Justice and Public Security (MJSP), has just begun a series of training and of awareness for judges and police officers about the importance of a good management of the crime scene. A first working session was held on Thursday 20 in the premises of the Ministry between the Government Commissioners and the Investigating Judges of Courts of First Instance of Port-au-Prince and Croix-des-Bouquets.

This session opened by Me Jean Roudy Aly, Director General of the Ministry of Justice and Public Security was jointly hosted by the pathologist Arnel Demorcy, John Games Olivier, Director of the Office of Scientific and Technical Police (BPST) and Miguelite Maximé, the Director of the Police Academy. The Magistrates present, have attended presentations on the composition of the team of at-the-scene forensic examinations (levée de corps), the good management of the crime scene for the outcome of the criminal trial and the role of BPST.

"The at-the-scene forensic examinations is the starting point of the investigation," summarized summarized the Inspector Oliver, in his speech, emphasized on the good relationship that must exist between the scientific police and judicial authorities. Through the work of BPST, it is now possible to achieve expertise on the firearms used by criminals, analyze sockets, projectiles, forged documents and other evidence collected from crime scenes.

"This is the first time that we will have for each crime, a Multidimensional and Multidisciplinary team to achieve the at-the-scene forensic examinations and ensure a successful conclusion of the trial," welcomed Dr. Arnel Demorcy, who coordinates the working group on penal expertise, jointly formed by the Ministries of Justice and Health.

The first awareness session for the Investigating Judges and prosecution staff was closed by Me Jean Roudy Aly. A training seminar must begin Monday, September 24 in the premises of the School of Magistrates, for the Government Commissioners, Judges of Peace of Department of the West. A group of physicians shortlisted will take part in this training and will become part of the team responsible of 'at-the-scene forensic examinations' assigned to each police station.
