Haiti - Politic : Intervention of Prime Minister to New York on the Rule of Law 25/09/2012 09:20:52
Since the ascension of His Excellency Michel Joseph Martelly to the presidency of the State, he has worked to build in an irreversible manner a rule of law in Haiti. Indeed, after the adoption of the Act of 13 November 2007 establishing the Superior Council of the Judiciary, that of the 5 November 2007 on the organization of the School of Magistrates and that of 27 November 2007 concerning the status of the judiciary ; it was necessary to await the arrival of President Martelly, at the helm of affairs of state, so that these laws can be applied in order to organize and guarantee the independence of the judiciary." For the Prime Minister, the economic and social rights are the main source of concern of the President of the Republic and the Government. "Aware of the situation in which there is more than half of the population, the President Martelly and the government team adopt a package of measures to alleviate the suffering of the most vulnerable segments of the population. Thus, many social programs executed by the Ministry of the Interior and Territorial Communities, Social Affairs and Labour and Trade and Industry are grouped under the label 'Aba Grangou'" Laurent Lamothe recalled the following achievements "the Court of Cassation who was shorn of its president and of several judges for more than five years is became functional [...] the Superior Council of the Judiciary, instance of control and management of the judiciary has been installed" In addition, he stressed that the President of the Republic and the government team refrain from interfering in the functioning of the judiciary. The Head of Government, recalled before the representatives of the Member States, that the new Haitian administration, provided an adequate framework and financial resources that meet the needs of the judicial system. Stating that for the new leadership team in Haiti, "the judge is the keystone and the condition of realization of the Rule of Law, it is responsible for ensuring compliance with the law, both by citizens and by the organs of the State," stressing that the government was working tirelessly to ensure that judges are protected from political and economic pressures.
