This year, the new school year is placed under the sign of the QUALITY, key concept around which of actions I impulse since my arrival at the Ministry must become a true center of services to the population. Thus, the training of teachers, provision of books for students and teachers, the training of school principals, special provisions for the improvement of students' reading skills are among, the measures envisaged to achieve this goal. Currently, in addition to the inspectors, more than eleven thousand teachers and principals are being trained through 10 academic departments in the country.

The ministry welcomes, in this regard, to benefit from the full support of the President of the Republic and the Prime Minister.

It is true that the back to school of this year is in a global context marked by a severe economic crisis resulting, on the one hand, by a rise in prices of essential products, and, secondly, by a national environment strongly affected by the passage of the storm Isaac which led to losses estimated at more than USD 259 million. As difficult as this situation is, it will have no brakes the Government's determination to make every effort to guarantee an education accessible to all. The fundamental objective of the Government is that every child, wherever in the country, can fully enjoy of the efforts made by both the public treasury than our partners.

For this year, the state has made arrangements, together with its partners, to extend to approximately 1 million five hundred thousand children the school canteen. Subsidized textbooks and in grant, of uniforms and school kits will complete the package for students. School buses will also be available to facilitate the movement of students within the ten departments of the country.

Dear students,
Small, young and old, of the fundamental school, secondary, vocational and higher education, we rely on you, on your interest, your application to study, on your respect towards teachers, toward the institution you are attending. This will be your contribution, your stone to the building of a better school and that meets the needs of your country.

Teachers,
You are one of the pillars of the education system. And that is why the government relying on you, in its commitment to achieve the objectives of refounding our educational system as defined in the Operational Plan. The Government is convinced that address the challenge related to the overhaul of the system and to the universal schooling, free and compulsory, goes through the revaluation of the teacher.

I appeal to you today, knowing that we live in difficult times, knowing that without you, there are no schools. I invite you to invest fully in your teaching work while promising you also to work for the State gradually its obligations in terms of improving the status of teachers.

To this end, I invite unions to continue in the greater openness, the social dialogue already underway with the Ministry so that the teaching profession regains its radiance.

Ladies and gentlemen, School principals,
You constitute a strategic link in the chain. Of your management and your leadership depend all the efficiency of your school but also the global performance of the rest of the system. With this, I request a redoubled effort on your part in order to do better every day. The Government's commitment towards education is a major challenge that we will win through your vigilance and your renewed involvement in the daily management of your school.

Ladies and Gentlemen the inspectors,
You are the backbone of the supervisory framework of schools and also of the chain of production of statistics necessary to take informed decisions. The success of the school year, which begins this October 1, is based largely on your shoulders. I expect fro myou an unwavering commitment for a better regulation of the system. Each school is as important as every child is important to us. We need to know under what conditions school work and also in whichconditions children learn. MENFP working on the case of the Inspectorate in order to improve your working conditions and achieve a better management of the essential work of pedagogical and administrative supervision. I rely on you to improve all the apparatus of management of system.

To all of you, main actors of the educational system, I reiterate the Government's commitment in the necessary improvement of system as inevitable path towards progress and development. I pledge on behalf of my Ministry so that the turn towards quality, with your support, takes place in the best conditions and in the interest of all stakeholders.
