Haiti - Politic : Normalization of activities of the IDEA in Haiti
Mr. Vidar Helgesen, Secretary-General of the International Institute for Democracy and Electoral Assistance (International IDEA) on Wednesday signed a "headquarters agreement" with the Haitian Government, through the Ministry of Foreign Affairs. Through this agreement, the Haitian State recognizes the existence of this organization in Haiti and allows it to evolve legally.

Pierre-Richard Casimir, the Minister of Foreign Affairs stated about this agreement "[...] Is a headquarters agreement we just signed with an international organization called IDEA, which has the primary objective, to support democracy around the world, particularly by strengthening institutions.

In recent months, the agency has worked with parliamentarians, with political parties to provide technical support in the strengthening of democracy in Haiti. It was necessary that the Haitian government recognizes the existence of this organization in Haiti, to enable it legally to evolve and this is what we have done.

You know that at the Government level, at the President of the Republic we give high priority to the rule of law, therefore, anything that can help consolidate the rule of law we are part of, this is why we have signed this agreement [...]

For Haiti, it is a further step towards institutional strengthening, towards the establishing of the rule of law because Haiti can not move forward if we do not invest in our institutions. The more our institutions are strong, better we are able to work to a advancement, to an economic growth, to progress at the democracy level. While it is true that sometime, we calls into question the democracy throughout the world, we all agree that democracy remains the best form of government.

I hope that IDEA will continue to work, either with the Government, with the political parties, parliamentarians, and the various institutions of the Republic of Haiti..."


Monday Mr. Vidar Helgesen met Gabrielle Hyacinthe, Director of Permanent Electoral Council (CEP) and representatives of democratic organizations and political parties. Discussions with the Director of CEP focused on the implementation of mechanisms of the electoral process, the accumulated deficits in terms of competence of staff, the lack of resources and the technical aspects. Later in the day, Mr Helgesen, has had discussions with more than a dozen representatives of political structures that have reported weaknesses related to lack of financial resources, the legal vacuum and the and the ignorance of the population about the functioning of political parties.

Tuesday, Secretary General of International IDEA, met Senator Dieuseul Simon Desras, President of the Senate and Deputy Levaillant Louis-Jeune, President of the Lower House on the issue of relationship problems between the legislative and the executive, the state budget, gender equity and the appointment of 3 representatives of the legislative body to the CEP.

Subsequently, Mr. Helgesen met a dozen women political leaders. The meeting focused on the issue of quota. Unanimously, thses political leaders said they agree on the necessity of a framework law to enforce the quota of 30% women, as appearing in the text of the amended Constitution "I think the presence of a greater number of women in decision spaces of the state is very important for the democracy and will be a step additionalin the struggle of women to share power spaces traditionally occupied by men," declared Mr. Vidar Helgesen.
