Haiti - Politic : Laurent Lamothe for the social inclusion (Speech)
Thursday, October 4, 2012, at the forum on inclusive public policies in terms of disability organized by the Office of the Secretary of State for the Integration of Persons with Disabilities (BSEIPH), the Prime Minister, Laurent Lamothe delivered a speech on social inclusion, whose we reproduce the important extracts.

"[...] Secretary of State for the Integration of Disabled People, Gérarld Oriol, I salute you, you lead a fight admirable for so many years and you are now in control of the government action in terms to inclusion of people with disabilities, congratulations [...]

we put the social inclusion as a priority of this Government, starting with the Law on Persons with Disabilities, ratified in March, which recognizes the full right of citizens struck with a disability, as well as quotas for access to employment in the public service, which is similar to the U.S. law known as 'affirmative action'.

[...] The struggle that we deliver in Haiti is one of the most worthy combat, that of eradicating illiteracy, eradicating social exclusion, reduce or eradicate extreme poverty in favor of the creation of decent jobs, social inclusion for this to be done, in all its forms [...] Our struggle is that of a whole nation. The Government Martelly-Lamothe is in action, the social inclusion policies of this Government must learn from models that have already proven their worth. To do this, I asked the President of the Presidential Advisory Council on Investment, to add and create a workshop on the themes of the fight against extreme poverty, of strengthening of the status of women and the integration of persons with disabilities, 3 priorities in the action of my Government.

We are working to add to the social welfare program, a program for the protection of persons with disabilities, and very soon, together with the Minister of extreme poverty, we will inaugurate the program, which will be a huge benefit for victims of the earthquake and people with disabilities in general. Under the supervision of the Presidential Council for Economic Growth and Investment, this workshop will be led by the eminent Professor Muhammad Yunus, actress Maria Bello, activist Danielle Saint-Lôt, Brother Armand and Carolina Gonzalez Bunster and will make recommendations to the Government and all relevant ministries on policies and practical initiatives around these 3 themes and I hope that all parties will meet as soon as possible.

[...] I want to thank Carolina Gonzalez Bunster and walkabout foundation for the donation of 10,000 wheelchairs [...] done done at the office of the Secretary of State for the Integration of Disabled Persons and the 30 first donation just arrived in Haiti. 250 will arrive next month, and 300 during the month of December, and cetera...

I would also like to recognize the tireless Gérald Oriol, who as Secretary of State, has been able to live its function with fierce determination. Each time I see him, he always asks for more resources and I can not refuse.

I want to see all the institutions of the Government moving with the same determination, take this cause that each of you had the honor of being selected, as if it were your own cause, and bring it, to its end. If you encounter any obstacles you can not overcome, come see me. Together, we will create a Nation, both more just, more worthy and more dynamic. From now, in accordance with the new law on the integration of people with disabilities, the Government is committed to put in place a policy to incorporate 2% of civil servants with disability. We commit ourselves once again, for the social protection programs of the Government [...] can benefit to families of exclusion for any disability whatsoever. We undertake to comply with the codes in force, to facilitate access of public institutions for persons with disabilities in the construction of all new public buildings.

I invite all ministries, all Secretaries of State to do so. Our government team demonstrate, by its assiduity, its determination and the nobility of cause it defends, that social progress is possible in Haiti [...] I would even say, inseparable from economic growth.

Together for a nation in motion, beacause our Haiti deserves it.
