Haiti - Politic : State Reform, a major project
In May, during his General Policy Statement, the Prime Minister, Laurent Lamothe stressed the Government's commitment and his determination to quickly launch a reform of public administration in Haiti to meet the urgent needs of the population and had entrusted, by engagement letter, dated July 19, to the Office of Management and Human Resources (OMRH) the management and monitoring of this reform.

The OMRH was charged, inter alia, to revisit the framework program of state reform 2007/2012 of administrative modernization and of decentralization, which has been only partially implemented and to present to the government in the best time, a new version which will be the draft strategic plan of reform of the state for the next five years. The latter will serve as support to the consultations that will be undertaken during forums, which will be organized both at national and departmental levels. A first draft of this document is available today and it is expected to be finalized during the month of December 2012 at the latest.

Last week, at the Primature, was held the first meeting of the thematic table on the reform of the state, with donors, an unique opportunity for exchange between the Haitian government and its partners...

Donors have appreciated the initiative taken by the Government and implemented by the OMRH and reaffirmed their commitment to support the process of reform.

We reproduce below the text describing "the common position of Technical and Financial Partners on the reform project of the State of Government of the Haitian Government."

"1. The technical and financial partners [American Development Bank, World Bank, Canada, United States, France and the European Union] salute the leadership of Prime Minister Laurent Lamothe, at the launch of the reform of the State, considering, that it is a major project and a lever of change for the development of Haiti.

2. The partners are united in their desire to support the Haitian authorities in a structured manner and coordinated in this process.

3. However, we believe that a number of preconditions must be met for the reform is likely to succeed and be part of the continuity of the administration :

It is imperative that the steering of this reform be the fact of the Haitian authorities, including administrative. This commitment should be reflected in the allocation of staff from the Haitian government in the steering structure and by the clear identification of responsibility in terms of reform within each ministry ;

The state reform is a long process [10 years]. It is necessary that the structure responsible for its steering falls within the duration and is fully integrated into the state apparatus. It could evolve into an administrative structure of type ministerial department and even a ministry ;

The program must be registered in the state budget for both the investment than for the operation. The actions financed by the partners should appear in the state budget ;

The current project is very complex and includes a number of actions to be implemented over a period of 5 years. It is appropriate to adopt a pragmatic approach, focusing on a limited number of priorities, a sequence of actions and realistic results ;

The coherence of actions of the administrative reform is to search with ongoing projects, whether they are run by the government or partners. A mapping of current projects is an essential tool ; many diagnoses are already available and the OMRH has the means to rapidly initiate the implementation of this major project. It is also essential that the State establish quickly a coherent framework with specific instructions that will allow each ministry to initiate a reform process on a common basis ;

The global reform of the administration should also be based on sectoral reform efforts underway in several ministries and strengthen these reforms."


The next meeting of the thematic table of Donors on the Reform of the State, will be held before mid-December in the premises of the OMRH.
