Haiti - Reconstruction : Donation of $125 million from the World Bank
Tuesday, as part of the official visit of 48 hours, of Jim Yong Kim, President of the World Bank Group, Marie Carmelle Jean-Marie, Minister of Economy and Finance, and Alexandre Abrantes, Envoy Special of the World Bank in Haiti, signed two grant agreements totaling $125 million.

The first project of $35 million will allow to finance institutions and reconstruction of public infrastructure, the second projet of $90 million for the energy sector, concerns the reconstruction of electrical infrastructure and the strengthening of the planning capacity and the development of the energy policy of the Government.

Following these important agreements, the Minister of Economy declared "[...] Is the third funding granted by the World Bank in Haiti since January 12, 2010, these agreements include 3 components :

The first component aims to support the economic governance institutions, including the Ministry of Economy and Finance through the Directorate General of Budget, for the modernization process of preparing and execution of budget ; the Treasury Department in the system of internal and external control, of public expenditure and the improvement of transparency in expenditure management through access to information and a support to the activities of the Unit for Combating Corruption and the National Commission on Public Procurement.

The second component aims the rehabilitation of certain infrastructure, including the reconstruction of public buildings and of transport infrastructure, such as roads and bridges, the acquisition of air navigation equipment and the training of executives of the International Airport Toussaint Louverture.

[the first two components represent $35 million]

The third component [second project] concerns the improvement of the access and the reconstruction of the electrical infrastructure, is a project of $90 million.

The main objectives aim the strengthening of the institutions supplying electrical energy and the improvement of the access to the population, so at this level it is planned : to provide the Electricity of Haiti (EDH) and the Unit Energy, of the Ministry of Public Works, of technical executives ; the training of these executives ; the development and implementation of the action plan on energy ; the acquisition of materials and equipment to improve the population's access to services.

The second part of the 3rd component, aims to strengthen the performance of the EDH ; the rehabilitation and expansion of infrastructure and the strengthening of the management capabilities of the EDH, through the provision of technical assistance, in order to make it viable on the ommercial and financial plan ; the strengthening of the billing system ; the rehabilitation of 5 electricity distribution circuits in the metropolitan area of ​​Port-au-Prince and the rehabilitation of hydroelectric plant of Drouin [...]"


The Prime Minister, Laurent Lamothe, stressed the importance of such agreements in the perspective for Haiti to become an emerging country by 2030 "[...] The agreements that the Government of Haiti has signed with the World Bank, represent of agreements of major importances in the Development Plan that the Government put in place, so that Haiti can become an emerging country in 2030 [...]

I want to thank the President of the World Bank, Mr. Jim Yong Kim, who made ​​the trip, that came on the ground. It is a great friend of Haiti and I want to thank him for the effort [...] we have signed big projects for several million dollars [...] but what is important is that these million land in the population quickly, so that people can feel, that these projects are truly a reality [...] we will form a Commission to monitor the results, which will include members of the World Bank and of the Government, to ensure us that the money is quickly invested and that projects are realized expeditious [...]"
