Haiti - Social : The Government wants to bring down the price !
Wednesday, on the sidelines of a meeting of the Commission of price stabilization [created by the Executive on September 14], the Prime Minister, Laurent Lamothe, accompanied of Wilson Laleau, the Minister of Commerce and Thomas Jacques, Minister of Agriculture declared "[...] to be able to relieve the population, the government has taken a series of decisions that will come in support to the decline in the cost of food and living in different sectors, and today is the 10th meeting that we do on the expensive cost of living [...] There are meetings that have been made with the Moulins d'Haiti on the price of flour, with associations of producers, importers, farmers, merchants, retailers, NGOs and many members of the government, so that we are able to understand the dynamics of prices and take concrete steps to lower the price [...]

On the issue of national production, we do not want to order rice continuously, we know that we have our own rice [...] The only thing is that we produce not enough and we do not invest enough. We will take steps to invest more in assistance to farmers, associations of farmers across the country, in Artibonite, Torbeck, we will also encourage other associations of producers with direct subsidies [...] we will take similar measures than other countries with the means we have, so that we can increase local production [...] this will ensure us that the local rice is cheaper than imported rice with these grants, of course in a quota well determined [...]

The rice [Japan donation] will start to be distributed from Friday after quality testing and negotiations. We want a fair distribution, the price of rice will be known publicly, because we do not want to find ourselves in a situation where some people would make money on the rice. This rice is there to be sold cheaper for everyone and the product is available. We will continue with this strategy in the short term, to keep prices low and simultaneously, we will invest in our farmers in the production.

We encourage everyone to eat local food and we ask the Ministry of Commerce so that in all markets, supervision and enforcement of price are made strictly. The government does not agree that people sell the rice at a price different from the price set [...]"


Intervening Wilson Laleau, the Minister of Commerce stated "[...] Following analysis have been made we estimate that a small pot of rice should not exceed 18 Gourdes. We will take all measures to make it a reality [...] we will make price analysis, we will ensure that shipments of rice remains at 18 gourdes [...] this is the Office of Monetization Program Development Assistance (BMPAD) who has the responsibility to buy rice to ensure the permanence of price [...] There are other measures that will be taken with the Commission to ensure that over the medium and long term, this continues, without that we are forced to import more [...]"

The Prime Minister added "[...] It will almost cut prices by 25% to 30% of what they are today [...] we want people to eat local, it will create many jobs, a pride too. Because every time you eat local rice, you give work to farmers, you make them live [...] we ask the Minister of Agriculture, Natural Resources and Rural Development to produce an immediate agricultural recovery plan [...]"

Taking the floor, Thomas Jacques, Minister of Agriculture Natural Resources and Rural Development declared "[...] I must say, we have developed a program to boost agricultural production [...] we said that within 3 years, we must have made the effort to remove agriculture of the current situation, so that finally it contributes to the economy [...] this plan has of actions in the short term. We will act during this season to allow, among other, at the level of rice, that we produce more that 100,000 tons of rice in the next season [...] we work in the Artibonite Valley, the plain of Torbeck, to allow farmers to have water. This involves the cleaning of irrigation canals, drainage, we have already begun this work at the Artibonite Valley [...]

Our second axis of intervention is the fertilizer. For planters, can increase their production, they must have fertilizer, in this sense, we have implemented a policy since June and we capped the price of a bag of fertilizer to 900 gourdes, and we continue the discussions to see how lower its price and that there was no scarcity [...]

The third aspect is plowing, today we know that plowing in the Artibonite Valley and the plain Torbeck cost abour 8,000 Gourdes we will apply a subsidy policy to break the price of plowing [...]

These interventions will allow to have at least 100,000 tonnes of rice by February, and with these actions, we will prepare prepare ourselves for the great growing season from May to June [2013] so that we arrive to keep our production and increase it 100,000 to 140,000 tonnes. This is our short-term goals, for February 100,000 tonnes and at least 140,000 tons of rice for 2013."


Concluding his speech, the Prime Minister affirmed "[...] We will not hesitate to take the steps necessary to lower prices, we have 10 million people in the country who have to eat, and it is necessary that food prices are affordable. We will invest in the agricultural sector, and as we can not do it overnight, we will continue to work with the BMPAD to bring down the price of imported rice and the Ministry of Finance, with inspectors, moreover I suggest doubling or tripling the number of inspectors will go into every market to ensure that prices are observed, so that the interests of the population are protected [...]"
