Friday, Gérald Oriol, Jr., Secretary of State for the Integration of Persons with Disabilities, presented at a press conference, the results of activities of the Office for the period from May to October 2012.

The objectives of the Office of the Secretary of State for the Integration of Persons with Disabilities (BSEIPH) for the year 2012 focused on five main points. It was the institutional capacity of BSEIPH and of associations working in the field of disability ; to facilitate to a greater number of persons with disabilities to have access to education and vocational training both ordinary or specialized environment ; increase the access of disabled persons to employment and entrepreneurship ; promote the development of physical infrastructure accessible to people with disabilities and also to work towards the adoption and extension of the Haitian law on the integration of people with disabilities and other legal tools.

As part of this review, the Secretary of State, Gerald Oriol Jr stated that the Act on the Integration of Persons with Disabilities was enacted ; a committee involving the Organization of American States (OAS) and the Ministry of Public Works was established to prepare a presidential decree on construction standards and a partnership was established with Haiti Tec and the organization "Christian Blind Mission" (CBM) so that a module on accessibility is integrated into the training curriculum for construction technicians of Haiti Tec.

Meanwhile, Prime Minister Laurent Lamothe, following a government forum on inclusive public policies on disability, passed over the recommendations of BSEIPH, a circular requiring all ministries and departments of the State to take into account the needs of persons with disabilities under the terms of the Act relating to the integration of people with special needs.

Gérald Oriol, Jr., has reported a partnership with "WalkAbout Foundation" around the provision of appropriate materials. In very practical ways, the Bank of Adapted Materials (BMA) of BSEIPH was restructured, strengthened equipped with a coordinator and a decked area "I would like to note that during this semester, my team, together with our partners, successfully ensured the delivery of 10,000 wheelchairs over the next 5 years ; local organizations working with people with disabilities have received financial support for the conduct of projects, while students with disabilities received education grants some disabled people were employed on our recommendation." Mr. Oriol, said he was aware that the results are modest compared to the magnitude of needs but they show enough, "that an awareness took place and it begins to be translated into acts and facts."

On the other hand, 17 people with disabilities have benefited from financial support to undertake income-generating activities or meet certain financial requirements. A quarantine is waiting for employment under a program of the Ministry of Environment.

With the objective to sensitize various stakeholders of the national life on disability issues, a series of training was conducted for executives of the Public Administration and of Civil Society from the 10 departments of country. Not to mention the training of journalists to make them aware of disability issues. Further 4 associations have recently won a call for proposals launched by the BSEIPH through a program of institutional capacity building and of support to associations working in the field of disability while 7 others received financial support.

Education :
In regard to education and training, a working group on special education, working under the leadership of the Commission d'Adaptation Scolaire et d'Appui Social (CASAS) of the Ministry of National Education and Vocational Training (MENFP), was supported to implement the axis 8 of the Operational Plan 2010-2015 of MENFP. In the same vein, 56 students with disabilities, listed in the departments of the West, North and South have received a school grant for some, a full scholarship to other.

Accessibility :
Addressing the issue of accessibility, a ramp was installed to the town hall of Pétion-Ville with the support of CBM, a partnership was established with CBM and Haiti Tec to incorporate a module on universal accessibility in the curriculum of training of technicians in construction within this vocational training center ; a committee was formed to draft a presidential decree on construction standardsin partnership with the MTPTC and the OAS ; ans a training on the principles of universal access has been organized in partnership with CBM in favor of twenty engineers of the metropolitan area.

In addition, the Secretary of State wishes that over the next 6 months, the team of BSEIPH with its partners and the government, can continue its efforts and strengthen its results. Among a set of expected results, he wishes to rehabilitate several schools according to accessibility standards, with the support of USAID. Mr Oriol has focused on the strengthening of the awareness campaign which must continue to support the effects of the law on the integration of people with special needs, and finally, with the launch of program "Ede Pèp", the launch of a branch "Èd pou Moun Andikape" that will reach thousands of people with disabilities.

According to Gérald Oriol Jr, "It is not only, as you see, tick boxes and complete lists of actions. We must continue the development in practice with a double fundamental fact : people with disabilities deserve to take their place in Haitian societ ; our society deserves to benefit from the contributions of all its members, including those with a disability."
