Haiti - Reconstruction : Haiti regains its sovereignty in the management of aid
The President Michel Martelly, accompanied by the Prime Minister, Laurent Lamothe, has proceeded, Monday, November 26, in the presence among others : of Haitian officials, representatives of the friends of Haiti and international agencies working in the country, to the launch of the Coordination framework of the External Aid for Development (CAED), which is a permanent mechanism of permanent and regular dialogue [that replaces the IHRC] between the Haitian Government and its partners.

Proposed by the Ministry of Planning and External Cooperation, the CAED, which is based on three levels (strategic, sectoral and territorial), has as general objective, he establishment of operating modes allowing external assistance to support the priorities of economic and social development of Haiti through :

  • Responsible leadership of the Government and the political commitment of donors to support it for a better coordination of external assistance ;
  • The accession of the technical and financial partners to the strategic objectives of development and programs or projects of investment of Government ;
  • Strengthening institutional capacity to manage the country's development, and the coordination between all stakeholders.

"This cooperation framework is very ambitious and I welcome that. It may seem complex and perhaps too much to bear. Personally, I am convinced that it has the correct format and that it complies with our high expectations, but I also want to think that we will be able all together, adapt it if necessary to our mutual needs, in a continuous process of evaluation of its performance," declared the Head of State.

The President Martelly took the opportunity to congratulate all the players and partners of the international cooperation that accompany the administration of the projects of the reconstruction and of development of Haiti. He also stressed the vital role of local elected officials, civil society, local communities and of private sector in the development of our economy and the advent of society more equal and just.

The President of the Republic stressed, however, that the results of the considerable assistance provided to Haitifor many years by international partners, friends States, major non-governmental organizations remains unsatisfactory so far. "We all bear the responsibility while the phenomena related to extreme poverty and vulnerability of the majority of our citizens challenge us and impose us a qualitative leap of efficiency and of performance."

Emphasizing that the administration Martelly-Lamothe, is increasingly determined regarding its political will to gradually reduce its dependence relatively to the assistance to manage its development, consistently and independently. Important measures concerning the ownership, alignment, harmonization and the human responsibility will be taken to ensure good governance of aid in Haiti.

The Prime Minister explained "it is an effort of more than 9 months of coordination with donors, it is an effort that the Haitian government also done through the Ministry of Planning to be able to get to have a mechanism that takes into account the concern of all, [...] giving back to Haiti its sovereignty in the management of aid and especially of priorities [...] Today we present the strategic plan for Haiti, which is a comprehensive plan of development in the 10 departments and what are the priorities of these departments [...] with this plan, we now have, the mechanisms that tell all donors, how to give support, and what are the priorities that will be taken into account.

This will enable the Government to better do its job, for example if we need 10 schools, the document says where we need these schools, not to have 10 schools in one department and other departments did have schools.

[...] The principle is to put the priorities ahead (first), based on a concept paper, a good plan, and that plan, all donors have it, and that's the way that we will manage external aid.

This process replaces the Interim Commission for the Reconstruction of Haiti (IHRC), which was co-chaired by President Clinton with Haitian Prime Minister, With this new process, it is the Government of Haiti that takes the unique leadership in the matter of international aid [...]

We will create a website where all donors will be on site with all the information, like thta, there will be an extreme transparency, and monitoring can be done from this website. [...]

This framework is developed by the Ministry of Planning with the participation of the international community, we wanted to have an integration process and we do it together so that everyone is comfortable in this framework. his is not a super structure we create independently of the Government, it is a structure linked to the Ministry of Planning, which will define the new rules of the game [...]"




"The goal is to become an emerging country Haiti in 2030... The country therefore needs financial resources for its development," indicated the Prime Minister who congratulated the stakeholders who contributed to the completion of the CAED.

"The harmonization of efforts that will result from the application of this framework will almost certainly given to the policy of progress and of development that I am trying to establish its maximum efficiency, allowing us to finally emerge from underdevelopment and to give to each of our children a chance. On this day, we celebrate together, because this success will be ours as well, as our friends and partners," remains convinced President Martelly.
