Haiti - Politic : Main axes of the State Reform 2012-2017
As part of the "National Forum on State Reform", which opened Wednesday morning, the Prime Minister Laurent Lamothe, after having made a full statement of the administration in Haiti, from yesterday to today and of various attempts of reform, presented to the Ministers, the diplomatic corps, representatives of international donors, the Directors-General and representatives of the administration, the principal axes of the project of State reforms 2012-2017, of his Government.

MAIN AXES OF PROJECT OF STATE REFORM 2012-2017:

Ladies and gentlemen,

Let me now explain to you the main axes of the reform project that the Government intends to implement as quickly as possible. This program is declined in two operational strategic plans, 3 and 5 years with a work plan for the launch of the reform, from the first year.

The objectives of the Framework Programme of State Reform 2012-2017, will be the following :

1) Develop and enhance human resources of Public Service:
From the first year, the Government will strengthen the State Civil Service through a series of measures aimed at provide staff with real careers. The Government will ensure to enforce the conditions of recruitment through competitions and examinations. The classification of public employment, the census of officials of the central government, the central file, the index scale of salaries, career progressions, the monitoring individualized the policies of initial and ongoing training, access to retirement will be reviewed and will constitute the foundations of this new public service.

2) Renovate the legal framework and harmonize the missions of ministries and other government agencies:
Organic laws of ministries will be updated to take account of the reform. Procedures or practices as well as administrative channels in force will be evaluated for their simplification and codification. Sectoral committees of the simplification of procedures will be established in each ministry and will have as mission to make an inventory of agency procedures and their classification in procedures horizontal or vertical in a first time.

3) reorganize and restructure the decentralized services of the State in order to ensure better local management and provide quality services to the population :
There is already a legal framework relatively accurate. The Government will seek initially to enforce it. Studies have been conducted especially in the northern departments on this issue. An accurate and comprehensive diagnosis of the situation will be established. An experiment could be launched in at least two departments. To this end, it will probably be necessary to initiate a preparatory work during the first year. The administrative juridisction and of budget will be involved in this work.

4) Divide the powers and responsibilities between the center and the periphery:
This is the "pending" of the deconcentration of State services, which shall exercise an administrative supervision and of budget of "quality" over the local authorities. A bill is being prepared before Parliament.

The Government will soon initiate a clarification work, in conjunction with the Ministry of the Interior to define the policy allowing the development of an operational roadmap in the respect of actions already undertaken. It will be to set up an administration of proximity and to empower decentralized structures, the collectivities and grassroots communities.

5) Improve the working conditions by the modernization the physical environment and of material resources:
As part of the reconstruction strategy decided by the government, the Unit of Construction of Housing and Public Buildings (UCLBP), has recently been established. It is expected to provide technical assistance in the construction of public buildings and housing throughout the territory of the Republic. Standards of construction, of occupation and distribution of the space as well as access to public buildings will be reviewed and adapted to international standards. A precise inventory will be conducted both at the level national than departmental in order undertake a needs assessment. Places open to the public will be privileged.

Operations of construction or renovation of public facilities is currently underway. They do not fit directly in the program through their funding, but help to improve the physical environment of public services. Arrangements will be made to ensure a rational occupation and functional of departmental administrative complex recently built. It is anticipated of work to define and developing a national policy of modernization and construction of public buildings.

6) Generalize in the administrative system, the use of new technologies of information and communication in order to improve governance and relations with users:
The simplification of administrative procedures and e-government are presented as an integrated whole. Several initiatives are underway within the national public administration. The absence of a national plan to develop suitable e-government limits the possibilities of the administrative system of Haiti to fully benefit from the use of new technologies of information and communication in order to improve public management and customer relations.

A major program will be launched from the first year, including the updating of the legal framework, the strengthening tof the metropolitan network of public institutions, the quipment and connectivity of the Central Unit of Management of Public Information and the setting up of a platform for videoconferencing.

7) Project coordination with the various ministries:
In order to facilitate and bring coherence to the implementation of the whole system, thethe program will continue the revitalization of transversal ministerial structures responsible for the coordination and harmonization of policies. Collegiate bodies that are in particular the Interministerial Committees and the inter-ministerial councils, will be much more active in the high-impact initiatives on administrative reform.

The ongoing institutional strengthening of the OMRH will continue until achieve during this fiscal year the critical mass for the growing of its functions as strategic coordinating body at the disposal of the Prime Minister, responsible for steering the reform. Director Generals Forum will meet every quarter to review the progress of measures and actions planned. A ministerial committee of administrative reform (CMRA) will be established in each department and in synergy with the respondents of human resources and of organization and method to provide an interface to the OMRH.

8) Budget estimate
The project of reform of the State over 5 years comprises 280 measures and amounts to approximately $57 million, excluding real estate interventions. I also want to confirm the commitment of the Haitian state budget to support the reform of the State will be significant in the first year.

9) Monitoring and Evaluation
The monitoring of the implementation of this strategic plan will take place in the context of results-based management, with an emphasis on outcomes and outputs with indicators/means of verification.The monitoring and evaluation will also be done within the joint mechanism of the thematic table reform of the State.

I wished by these words show you, but I know you are all convinced, the the Government's commitment to implement fundamental reform for the future of our country. This is to build the overall framework of the reform, to enroll it in length with structural reforms that will allow Haiti to be to the rendezvous of the history by 2030.

Tomorrow and after tomorrow, I ask you to work on these proposals and do not hesitate to make recommendations to enhance the project.

I ask in particular to Directors General, but also to Ministers, who have availability to actively participate in this work.
