Haiti - Social : Tsunami Exercise in Cap-Haitien
Thursday from 9:00 am to noon, will be held in Cap Haitian a simulation of tsunami, organized by the Municipality of Cap Haitien with the support of Tsunami Steering Committee (CPT) [CPD SEMANAH, BME, CNM, CRH , UNESCO] ; of SIMEX Steering Committee through the Technical Coordination of the DPC North, the members of COUC and the focal point of the DPC at the central level; Volunteers (DPC Brigadiers, volunteers CRH, Scouts of Haiti, Civic Action) - Team of conception/animation (members of SNGRD) ; of the assessment team (members of SNGRD, especially at local level) ; of the Security Team (PNH, Firefighters and Minustah) ; of cells of organization at the local level (management meeting point, framing of the evacuation, communication, logistics). Funding is provided by ECHO, through the UNESCO project "Capacity Building of tsunami warning and response in Haiti"

Main objectives:
- Assess the ability of the town to respond to the threat
- Test the procedures of operation of the transmission standards of the PTWC tsunami alert via CNM/CPD

Secondary objectives:
- Activate the COUC of the town of Cap Haitien,
- Check the communication links between the various partners,
- Evaluate the ability to confirm the warning to the population,
- Organize the evacuation of the population of an area of ​​Cap Haitien,
- Develop and manage a rallying point.

Pedagogical objectives:
- Promote public awareness and of public authorities to tsunami risk.
- Test the understanding of tsunami signage

Conduct :
The conduct of the exercise is planned in two phases: Phase 1 warning dissemination, evacuation of the population and activation of COUC (9:00 am to 10:00 am). Phase 2, the population will be protected, the alert will be lifted and outreach activities will take place at the meeting point (10:00 am to noon). A return on the event is expected to 2:00 pm to 4:00 pm.

It is to note that in case of a local tsunami, the response time of the population is around 15 minutes. In this case, it is not technically possible to date that the population canreceive an alert directly of TWFP or from the DPC. In this sense, the term "dissemination of alert" is in the first instance, the signal to begin the exercise. During the information campaign and public awareness of the population participating in the exercise, it will be explained that we tries to simulate an earthquake felt. To start the signal, it is proposed to use the sirens of firefighters and police or the bells of schools that will participate in the evacuation. The options to start the exercise will be validated during the preparatory workshop of 28 November 2012. School teachers, the responsible of the evacuation in each school and assigned volunteers, will also participate in the initiation of the exercise. Simultaneously, the exercise of table at City Hall, will aim to test the communication channels between COUN the COUD and the COUC and to confirm the presence of tsunami and the lifting of the alert.

The evacuation of the population will be supervised by staff of the PNH, the Red Cross, the Scouts of Haiti and the brigadiers of the DPC. Civic Action volunteers will support the panels signage, which will be tested during the exercise. The gathering point is the courtyard of the College of the Brothers of Christian Instruction (FIC). For the safekeeping of the population, the participation of several actors will also be required, including the volunteers CRH, the Firefighters, brigadiers CPD, Scouts of Haiti and Civic Action.

The area where the exercise will take place is divided into four parts: sector of evacuation ; axes of evacuation ; assembly point and security perimeter.

Sector of evacuation
The Sector of evacuation is the area that people should evacuate to shelter of the impact of tsunami waves. It includes the area Rue 18F ‐24F‐Boulevard 24‐Boulevard 18 (including the port). his area has been identified on the basis of the following criteria :

A flood model with the COMMIT software by simulating a 8.2 magnitude earthquake in northern Cap Haitien (Zahibo, 2012, consultation UNESCO).

In the case of a local earthquake near the north coast, the time of arrival of the first tsunami waves on the coast of Cap-Haïtien is estimated at about twenty minutes. Extreme amplitudes recorded in the bay of Cap-Haïtien are of the order of 10 meters.

Axes of evacuation
- Axe 1 : Rue 20A – 20 Q ;
- Axe 2 : Rue 18 boulevard, vers 18 A‐ 18 L

Assembly point
Relatively to the assembly points, two options were considered : Gymnasium on the street 21Q and the courtyard of the College of the Brothers of Christian Instruction (FIC) on the street 18L and 18Q. Finally, after the reconnaissance mission on the ground, it is proposed to retain the FIC as assembly point for the year, because the space is more conducive to organize awareness activities to the public. It also has a good accommodation capacity in a space secure and closed.

Security perimeter
In the security perimeter it should be denied access to any vehicle or person outside exercise. The axis Boulevard 24to the street 24J has been proposed to the PNH and must be approved by the PNH and the Minustah before exercise.
