Haiti - Reconstruction : Official Statement of the Government on the implementation of CAED 30/11/2012 10:29:28
At the end of the meeting, the representatives of the Government, Local Authorities, of the Legislative power and of Development Partners (technical and financial partners, civil society, private sector) have introduced the new "Coordination framework of the External Aid for Development (CAED) of Haiti - CAED" which is now their dialogue platform par excellence. Official statement on the implementation of the CAED : "In order to ensure good governance of external assistance, the following principles are recognized by representatives of the Government of the Republic of Haiti, the legislature, local authorities and development partners : (1) The leadership and the responsibility of the Government regarding the development policies; (2) The adhesion of the Technical and Financial Partners to the strategic development objectives of the country; (3) The strengthening of institutional capacity of management of the country's development to guarantee a mutual responsibility of results. The Government of the Republic of Haiti : 1) Determined to respect the principles of the Paris Declaration on Aid Effectiveness, the Accra Agenda for Action and the Busan Partnership for effective cooperation; 2) Recognizing the need to work together for a development economic, social and environmental harmonious and equitable of the Republic of Haiti, in line with the vision, strategic directions, and basic choices of future major projects of the Strategic Plan of Development of Haiti (PSDH); 3) Determined to integrate the theme of disaster risk management into the national planning; 4) Desiring to strengthen the relations between the parties by the implementation of mechanisms to facilitate the sustainable and efficient operation of the Coordination framework of the External Aid for Development (CAED) of Haiti; 5) Recalling the political commitment in favor of aid effectiveness expressed by partners of Haiti during high-level meetings held in New York on 24 and 27 September 2012, respectively for a partnership between government and NGOs and the support to the Coordination framework of the External Aid for Development (CAED) of Haiti; Decided to engage fully in favor of the effective operationalization of the Coordination framework of the External Aid for Development (CAED) of Haiti and to this end, in consultation with stakeholders, adopted the following resolutions : 1) At the strategic level: a. The CAED becomes the platform of strengthening of national planning based on the Strategic Development Plan for Haiti (PSDH) and the Triennial Investment Plans (PTI), and the platform to promote their use with technical and financial partners of the Government of Haiti and other stakeholders; b. A "Steering Committee and of Arbitration" (CPA) at the national level is formally established; c. A "Committee of Aid Effectiveness" (ECA) at joint level was officially created with two levels of representation: "Country" and "International". 2) At the operational level: a. The Action Plan and the internal regulations of the CAED will be adopted after consultation with members of the CEA level country, and presented at the first meeting of the ECA; b. On the basis of the Action Plan, the detailed requirements in term of institutional capacity of government agencies directly involved in the management of aid in Haiti, will be presented to partners at the next meeting of the ECA; c. The effective functioning of the Technical Secretariat of Coordination (STC) (Cell Council, Information Systems Unit, Cells Sectoral and Thematic tables) of CAED is recognized as a priority; d. Sectoral and Thematic Tables (TST) are recognized as privileged spaces for effective collaboration and transparent for the search of onsensus and ways for sustainable development between the Government of the Republic of Haiti and its partners. Thereby the revitalization of existing tables, the creation and management of new tables considered essential as well as the strengthening of Units of Studies and Planning (UEP); e. The first meeting of the Committee of Aid Effectiveness (CEA) at the international level is set at Tuesday, January 29, 2013 with the following agenda :
