The Investment Facilitation Centre (CFI), in conflict with its employees, closed its doors since 24 December 2012. CFI employees, who have a long list of grievances [inter alia : revocation of staff without revocation letter, employment contract illegal, prohibited access to offices, promotion of unqualified staff...] have sent a letter to Georges Andy René, Director General of the CFI, whose copy has been sent to Wilson Laleau, Chairman of the Board of Directors of CFI, and to Jean Edouard Baker, Advisor to the Prime Minister in terms of investment, in which they explain.

Mr. Director General,

By the present, us, the employees of Investment Facilitation Centre (CFI), express to you our claims about the professional situation that we are currently experiencing. Since 2007 until recently, the CFI has always been a friendly work space, professional situation that we are currently experiencing. Since 2007 until recently, the CFI has always been a friendly work space and, the support of the Directorate General for its employees, a fundamental principle. This environment allowed everyone to raise its professional level and its work capacity.

Unfortunately, in recent months, this is no longer the case. The situation of CFI has changed a lot ; it deteriorated and became difficult to be supported. Employees are victims of persistent aggression without any objective reason and of a professional insecurity going against the principle of the guaranteed of mployment recognized by the Constitution. On a strategic level, we have the impression to visually navigate and perform day-to-day activities, with no clear vision of the politics of the new Directorate General because of a lack of communication. Furthermore none of the announcements made at meetings or meetings with staff have been met.

Mr. Director General, let us highlight some disturbing facts of your administration :

In accordance with Article 15 of Decree revising the general status of the Public Service, employees of CFI with the status of "temporary public employees", have always benefited a public-law contract, with a term of at least six months and one year at most.

Today we are all, without explanation, with a contract of three (3) months, corresponding to the status of "temporary public official", that is to say "occasionally hired for occasional work" which does not correspond to the nature of the contract that is imposed on us or to the tasks entrusted to us. The contract in question, that you have made signed us December 7, 2012 and which expires December 31, 2012, have never been returned to us after validation by the competent authorities, as illegal. In addition, to the date of December 22, 2012, you sent us a internal memo of disguised layoff, not written on paper with header of the institution, undated, no signed by the competent authority.

Under Article 79 of the Decree revising the general status of the public, public officials temporary of technically decentralized services of the Ministry should enjoy the same administrative treatment than those of the central services of ministries. Thus, all changes altering our working conditions are not consistent with the prescribed law and therefore void.

This is not the only reason for concern and indignation of the majority of employees. Indeed, as was noted above, under your leadership, we are daily subjected to intimidation, suspicion, verbal abuse, threats of dismissal among others... and as you can easily understand, this creates turbulence within the atmosphere of the working team, for the least deleterious and demoralizing.

The majority of employees that your conduct puts in trouble now working at CFI for at least five years and have accumulated a wealth of expertise and experience that the CFI should seek to enhance and not destroy. These executives only asks to work and thrive in an institution they knew very young and, which, is called to become a reference for the country.

By this correspondence, Mr. Director General, we ask you to assume this mission of leader that has been assigned to you by the President of the Republic, by adjusting your decisions to the fundamental principles of management of the employment in the national public administration, under Article 1 of Decree aroused.

Mr. Director General, we also ask you as a jurist, to meet the prescribed law, the professional ethics and the rights of employees.

We ask you to regularize the situation of employment contracts, of wage arrears and our bonuses not yet been delivered to date, as well as the reimbursements of cash advances made ​​by various employees for the smooth running of the institution.

In the hope that our rights are respected, please receive Mr Director-General, the assurances of our highest consideration."
