Haiti - Politic : Mirlande Manigat do not blame the PRI...
Following the actions of deputues of the minority bloc "Parliamentarians for Institutional Strengthening" (PRI) who prevented by a concert of bells, whistles and hostile booed, the Prime Minister, to make the traditional reading of his balance sheet, at the opening of the new legislative year, Monday, January 14, Mrs. Mirlande Manigat sees no reason to demonize this incident "In all parliaments in the world, things like that are made..."

"[...] I see that there are people who accuse that demonize, myself no ! Say that because it was the National Assemblyand that a group of deputies, has no right to do what it did, because there were foreigners, no ! In all parliaments of the world, things like that are made, that is to say, when a group of deputies or senators [...] try to intervene and it does not work, well they do what we may call the disorder and demonstrate noisily.

Personally I'm not surprised, because they had announced it, and I do not blame them, why ? Because the reason why they did it, they said it [...] they invited the Prime Minister, he did not come, etc... I leave aside the question of the money, that he had given municipalities, and others through, this is something else... But, in regarding the parliamentary life and the application of the Constitution, I will always be very, very precise, very demanding for the implementation of the Constitution. The application of the Constitution is that the Parliament has the power to control the government activities. [...] [the Government] has adopted a measure where they released 5 billion gourdes, nobody knows what they did with that money, they invited him a first time and he said that the report was not ready ! What does that mean ? I think it is a contemptuous attitude towards Parliament [...] I think the Chamber of Deputies and the deputies [PRI], were entitled to demand that the Prime Minister come.

Now what will happen ? I do not know, given that the Government has a group [majority] of deputies which are favorable to him, although the deputies of PRI [Institutional Strengthening for the Parliamentarians] take a measure to interpellate the Prime Minister, probably this will not lead to a vote of censure, because the Government has a majority.

But, in regard to the event [...]that we can call folkloric, we can say that it is a disorder [...] even when Martelly spoke, and they took out the yellow card, I think it's pretty original [...] I think beyond that, what can be called folklore, there are fundamental things and I believe that the Government should learn from, so that when, the Prime Minister is invited and the Ministers too, they must respond to the invitations of parliament..."
