« Madam Minister of Tourism, Councillor Mrs particular the President, Dear CEOs, Employees, Executives and Officials, Distinguished guests, Let first tha ti say my gratitude to their Excellencies the President of the Republic, Michel Joseph Martelly and Prime Minister, Laurent Lamothe Salvador for having renew their confidence and associate myself with them towards a new step in the construction of national project of arts education and cultural major challenge for the living encounter with art, heritage, cultural pluralism. Ladies and gentlemen, I do not have to convince you of the potential role of art and culture in the construction of the personality in the opening of the imaginary, reconciliation with the taste and desire to learn. There are already a lot of actions, but they are not sufficiently known, not enough readable by the public and do not affect youth. But culture is a right for everyone, right to use of libraries, museums, theaters, cinemas, monuments, concert halls; circuit that combines lessons, artistic practice, the encounter with the works, artists and institutions to develop critical thinking and makes discover the many masterpieces of the history of art. Priority should be to develop a permanence to the search of cultural pluralism and dialogue between cultures : elements that will allow the Ministry of presenting to the public this aspect of everyday life, which concerning all social strata. Culture allows more serenity in society and unifying aspect. The scope of the Ministry of Culture requires action cross with the Ministries of Education, Youth and Sports, Tourism and whole government so that the neighborhood policy have all the support it need, because it must be at the heart of all development. We need to organize large demonstrations in honor of creators, artists, writers, men of letters, intellectuals to highlight them and ensure that the society be grateful to them ; Salon of the Edition and of book where the author is also highlighted. We find almost everywhere displays of painting, we must support our young artists and help them to live of their art and especially thinking about creating a economy of the culture. On the issue of copyright there is no miracle solution, it is to think with the authors, creators on the situation of piracy and the damage it causes on all levels. Economically piracy killed the market of the culture. Let the legal texts that say the law in various areas of cultural life, the right of the literary and artistic property. Much effort and money has been put for our Tangible and intangible heritage but only in a sense of conservation. It is understood that the Heritage has not only a role of conservation and memory, in standards, this role must change as Living Heritage so that the Community benefit of it. We must ensure that our heritage has a public that the children, schoolchildren, the University experience and ownership, we will work with the entities involved, so that these spaces are places of exhibition, of visit ; give them a new life is essential. It is to put the heritage in the circuit of the social and economic way. We need to create space for the talent to express themselves and suddenly ensure the widest possible audience to our heritage. It is a choice we will make concrete. With the Ministries of Tourism and Foreign Affairs we will work to the Cultural Diplomacy which will allow us to make know our heritage, our artists, our men and women of culture towards greater openness and a development in harmony with the cultures of world which will enrich and make stronger our national culture essential key to change the way others look at us. The Ministry in its partnership policy will work so that the organizations and teams of national networks that it supports, clearly assume their responsibilities cultural, territorial, social and professional for the best use of public funds. We will educate ministries, public services and other organizations to reflect the image of a living culture from the paintings, sculptures, photos of our intangible heritage so that we feel our National Identity ; the Ministry of Culture and its decentralized departments will become a showcase of culture and art. I rely on the collaboration and energy of all of you, employees, officials, managers and Great Commission Ministry and agencies to establish a decentralized policy of educational leisure. I pledge before you, with all my strength and conviction that the vision is not lost. To carry out the cultural policy of the Ministry I need you, the time is to action, we must work for the rehabilitation of shifting soil to ensure the sustainability of our culture. That the Grand Architect of the Universe assist us in our actions and approaches. Thank you."
