Haiti - Social : «Food Voucher» Program $80 million over 4 years
Tuesday at the National Palace, was held a working meeting in the framework of the follow-up meetings of the Food Voucher "Food Voucher" program of the U.S. Agency for International Development (USAID) launched in the Grand'Anse in January 2012, which was revised, improved and scaled, following the advocacy of the First Lady of the Republic, during her visit to Washington, DC in July 2012.

Attended the meeting: the First Lady Sophia Martelly, Charles Jean-Jacques, the Minister of Social Affairs and Labour (MAST), Mrs. Mimose Felix, Minister for the Promotion of the Peasantry Delegate to the Prime Minister, Klaus Eberwein, Managing Director of the Fund of Social and Economic Assistance and members of a delegation of USAID/USDA, led by Ms. Dina Esposito, Director of the Office "Food for Peace".


Ms. Martelly thanked Ms. Esposito and team of the USAID\USDA, for having taken into consideration the recommendations of the Commission for the Fight against Hunger and Malnutrition (COLFAM), specifically the importance of putting social programs under the leadership of the Government. The partnership between the USAID and the Ministry of Social Affairs, constitutes a first in the history of cooperation between the two countries.

She stated that this project complements the existing initiatives of the Haitian government iin regard to social assistance. The support to local production will contribute to achieving the objective of the Administration Martelly-Lamothe to invest on the long-term in order to strengthen food security.

The overall cost of the program is estimated at $ 80 million, at a rate of 20 million U.S. dollars per year over a period of 4 years. The success of this program will depend on the ability of partners to work directly with the MAST, indeed, "this program requires a good cohesion in the actions aiming the social programs and the reduction of the vulnerability of the poorest in the population," stressed the Minister Charles Jean-Jacques.

For her part, the Minister Mimose Félix insisted on the promotion of the integration of local products in the program contributing to the revival of agricultural production in the country.

That same day, the Ministry of Social Affairs launched jointly at the Hotel Montana, with USAID the process of tendering for partners interested in running this large program of food aid.

The Minister of Social Affairs, believes that the experience of this program, heralds a new era in the management of the assistance provided to Haiti "Management that involves the state to the highest degree, both in the design of programs in accordance of needs and expectations of the people, that in the direct supervision under obedience of a state structure," convinced that the Haitian public sector, will be at the height of the challenges related to this new approach.

Charles Jean-Jacques, who says also rely on a leadership based on transversality, the harmony of efforts and the search of synergy, proposes to maximize the impact of different ongoing programs of and social assistance in order to ensure their sustainability "I pledge on behalf of the Government Martelly-Lamothe, to accompany the implementation of this program and to contribute to ensuring careful control for the benefit of the poor."
