Haiti - Reconstruction : Health & Energy, the HRF allocates $18 million 07/02/2013 10:12:49 This meeting is the first that was held following the new procedures, who made the Ministry of Planning and External Cooperation (MPCE), the Counterparty of the HRF. Project proposals are reviewed by the MPCE and subject to approval by the Council of Ministers after consultation with the Prime Minister. "These new procedures allow to ensure the leadership of Government as well as funding its priorities," declared Mr. Yves Robert Jean, Director General of MPCE. It is also the first meeting of the Steering Committee held in the premises of Government. Health Project : Under the presidency of Jean Marie Carmelle, the Minister of Economy and Finance, the Steering Committee of HRF, decided to set aside 10 million dollars for a project to build a National Centre of radiotherapy, chemotherapy and nuclear medicine in the town of Port-au-Prince "This is additional funding, we have already received $30 million," said the Minister, "The HRF allows us to finance orphans projects for which we have no other source of funding." With a rate of 58 deaths of cervical cancer per 100,000 people, for lack of support, the Centre, the first of its kind in Haiti, will provide access to chemotherapy care and nuclear medicine. It will be the first health project funded by the HRF. Energy Project : The second project, of $8 million, concerns the rehabilitation of the 115 kV transmission line Peligre, will help to ensure the reliability of the hydroelectric plant of Péligre which, with 54 MW, representing 32% of the energy produced on the network of Port au Prince, including the towns of Hinche and Mirebalais. The transmission line of energy built more than 45 years ago must be renovated, "The Government is working on the modernization of the distribution network in Port-au-Prince on the one hand and on the other hand, the rehabilitation of the central of Péligre" explained Camille Cange, electromechanical engineer in EDH. "The line is vital for the transport of the energy of Péligre in Port-au-Prince. It is useless to repair distribution channels and central, if energy can not be transported from one point to another. Without the power of the Central of Péligre some central Port-au-Prince can not start." At the next meeting of the Steering Committee, Feb. 20, three other projects will be submitted to the Steering Committee :
With funds reserved Wednesday, the HRF has allocated 292 on $396 million for 19 projects for the recovery of Haiti. "The HRF, soon will be out of funds to respond to requests for funding from the Government. We hope to work with the Government to mobilize and release other resources," indicated Josef Leitmann, Fund Manager. This is the largest source of funding programmed for the reconstruction of Haiti. The HRF mobilizes, coordinates and allocates the contributions of bilateral donors and other to finance high-priority projects and budget support. Funding was provided to support the operation of the Government of Haiti, the housing construction and restoration of neighborhoods, debris management, improve education, access to health, help small and medium enterprises, to mitigate natural hazards, promote development in the southern part of the country and prevent seismic risks in the North.
