Message from the Minister of Defence : "Moment of joy and exhilaration, moment of excitement and exultation, period generating of artistic and cultural creativity, the carnival is and remains a highlight in our annual calendar. In this, it is the tempo that prints for the following months their rhythms and cadences. For two years, this festival multicolored, loud and expressive grows tentacles that give it a unique dimension : that of the omnipresence national by the magic of decentralization. This sprawling character escapes blissfully from the secular grip of the 'Republic of Port-au-Prince'. It takes its source and support in the progressive vision of modern leaders that open for the departmental metropolises and the communes of the republic a new register of hopes and assurances on the future. The Haitian Carnaval is the podium of expression of the Haitian soul : its values, culture, creativity, passion, dreams, desires, needs, fantasies... The Haitian spreads and pours out his imagination in it, his fancies, his extravagances, its illusions. This is the magical moment where disappear the political and economic hierarchies, where flatten the social projections. The nation has fun out of all social fragmentation, in a warm hug and pathetic of classes in an atmosphere of brotherhood and equality without cloud or afterthought. The willingness of the administration Martelly-Lamothe to entrench and extend this spirit is palpable. The State in all its compartments is deeply motivated currently to that effect. The Department of Defense plays a key role ; the partition that it executes is situated at the opening of the great national symphony. Thus committed entirely to provide all possible intensity at that time of popular celebrations and of full expression of the soul of a nation that desperately needs these moments of euphoria and dreams to mitigate and forget the rigors of existence, the Ministry of Defence wishes a happy carnival to all Haitians, as well as friends from abroad who choose to go relax in the city Christophienne during the fat days. He reassured all the revelers, the bambocheurs, caravanners, animators, musicians, journalists, tourists that all arrangements are made for bringing security and healthy festive atmosphere, clocked at a rate of frenzied drumming, of vaccines and of tchatchas.
