Haiti - Economy : Modernisation of the Haitian economy 16/02/2013 10:40:00 After some background information on the situation in Haiti which highlighted the weaknesses of the Haitian economy concerning : access to local and International Markets, access to the financial system, knowledge in management, accounting and tax of companies, the bureaucratic red tape to create one or the formalization of a business and the lack of contribution in the creation of wealth and decent employment, the Ministry of Industry and Trade stressed that the Support Services enterprises (SAE) are an essential part of the policy of creating jobs, while 200,000 young people arrive each year on the labor market. Extract from the speech of the Minister of Commerce Wilson Laleau : "For twenty years, the country is caught in a trap that seems intractable, and where the questions of the cost of living prevail over the concerns of wealth creation, therefore, of income generation and creation of decent and sustainable jobs in societal debates [...] [...] Today, the real problem for Haiti is unemployment, it is the weakness or absence of income. Evils that make, that even if the prices of goods were reduced to their simplest expression, most people would continue to have trouble getting them. We must therefore address the question differently and decisively. It is the sense of commitment made by the President to change lives in Haiti. Because it is clear that real incomes policy and job creation is not exactly equivalent to a policy against the cost of living, one of the main reasons is precisely the scarcity of goods and low production. To give you an idea of the magnitude of the problem faced by the Haitian economy and of efforts to make to recover it, allow me to refer to some information from partial and preliminary results of the census of enterprises. These results for 5 departments such as Centre, North East, West and South indeed confirm that the Haitian private sector is very poorly funded. 93% of companies in these Departments are sole proprietorships, 75% specialized in the purchase and resale of goods with a peak of 89% in the Central Plateau. Less than 8% of the companies listed in these departments work in the processing of raw materials, tourism, craft utility, etc... We understand all the difficulty of this economy to raise capital for productive investments. Modern forms of capitalism are still not very widely used. Less than 1% are limited companies. This is an economy that is struggling to ensure its transformation from an economy of debt to an economy of capital. To solve sustained this problem, the Ministry of Commerce and Industry has embarked on a series of actions designed to support the achievement of the campaign of the President of the Republic and the Prime Minister's commitments in its general policy statement. Without neglecting the importance of ensuring control of price trends in the economy, it is to give priority to actions that will allow to revalue the assets of people, to create wealth and quality jobs. We can quote without being exhaustive, these actions and initiatives :
Here are, very summarized, the major steps taken by the MCI to accompany the modernization of the Haitian economy. One way to allow the Ministry to focus on its real job which is to oversee and promote private sector development. It is in this way, and only by it that in a market economy the state can create a sustainable manner, the conditions of growth and of raising of standard of living of citizens. The Departmental Directorates be strengthened so that these functions can be exercised properly at the regional level [...] We're really at the crossroads.
