March 20, devoted International Day of the Francophonie, remains a special occasion for member countries of the Organisation Internationale de la Francophonie to meet and strengthen the ties that unite them. The event is important. It combines traditionally ministries, embassies and consulates, and all sectors of civil society concerned with the evolution of the French language in the world. It allows participating countries and their citizens to remember their progress closer in the history and celebrate their belonging to the language of Voltaire, their cultural similarities and a sharing of similar ideals. The Francophonie remains here a symbol of openness, of sharing and cooperation. We are the holders of a cultural mix and linguistic, inexhaustible source of wealth, of inspiration in a real dynamic of mutual understanding. At the end of a long war that led to independence, the founding fathers have freely chosen to write the first political document and literary of our new Nation, our Declaration of Independence, in French. By this explicit gesture, before a population speaking mostly in Creole, these fighters, under the leadership of chief of the Haitian Revolution Jean-Jacques Dessalines, are entered in history by adopting despite the divergences, 'the language of France'. French became therefore a Haitian language. The knowledge of two languages Goethe said 'It is to be man twice' (C'est être Homme deux fois). I share this thought that coincides this year with the theme 'the Creole in French'. The national theme chosen to celebrate the Francophonie Fortnight this year, interpellates us. 'The Creole in the Francophonie' can lead us into the depths of the past because the language allows to trace the origins and the components of a people. The Creole of Haiti is on French lexical base and melted in a mixture of Latin and African languages. It is the common language of Haiti, the product colorful, vibrant, powerful of our evolution. The coexistence of French and Creole offers interesting possibilities of expression, whose result continues to fuel studies and speech of writers, researchers, educators and linguists. We often found in the same text borrowed words of both languages. There is no doubt that the linguistic heritage Haitian is composed of French and Creole, the official languages imposed by the Constitution. The Francophonie is a legacy that we must defend and preserves. We remain committed to the values essential and immutable that it teaches. However, we aim an alliance constructive and a productive coexistence of French and Creole in all areas. School. Academics. Social. State. Art. Literature. We wish a Francophonie that strengthens and maintains the indelible links created by history and maintained by all. The Creole language is dedicated language of the Haitian artistic expression. 'The Creole in the Francophonie' through the cultural, educational and scientific activities which will be held during the fortnight, will not fail to disclose to participants and spectators, the exciting link, profound and indissoluble existing between these two languages. I salute the work of all those who allowed the realization of activities for the smooth running of the fortnight of the Francophonie. The Ministry of Culture wishes you a successful fortnight of the Francophonie. Vive the Creole for the wonders of his vocabulary !
