Haiti - Economy : Haiti can become an emerging country 22/03/2013 12:24:36 "Economic growth is not the only answer to human development. The Report gives pride to social policies, to the education system and to the health and shows that all countries, regardless of their starting point, their history, geography or social structure may become emerging," declares Sophie de Caen, Senior Director of UNDP in Haiti. The Report states that "the South is booming, therefore, in the process of developing social programs and of poverty reduction, including policies to eliminate inequalities, institutional failure, social barriers and personal vulnerabilities are s vital as the promotion of economic growth." The famous programs of conditional cash transfers in Latin America such as Brazil's Bolsa Familia, participated in the effort to equal sharing of social and economic opportunities. These programs aim to increase the income of the population and to develop their access to health and education by conducting money transfers depending on certain criteria such as visits to health clinics and schooling. These programs are less expensive than traditional social grants, for example, Bolsa Familia is less than one per cent of gross domestic product (GDP). "The report sheds new light on the current situation of global development and demonstrates how the rapid progression of many countries of the South in terms of development can serve as an example," said Helen Clark. For its part, aware of the challenges for the future of the country, the Government of Haiti has also inspired the progress made in South America to develop a strategy for cash transfer programs - the strategy Ede Pep - which aims to provide households living in extreme poverty subsidies adapted to the life cycles of household members. This strategy is based on the establishment of a single register of beneficiaries for better targeting of these programs. early 100,000 households already receive recurring transfers, for example through the program Ti Manman Cheri. Implemented by the Fund of Social and Economic Assistance under the aegis of the Prime Minister and with the technical support from UNDP, Ti Maman Cheri is the first program of conditional cash transfers in Haiti and targets mothers living in poor neighborhoods with children in school. If such programs must still be largely strengthened in Haiti, they lay the groundwork for a greater involvement of the Government of Haiti in a social plan strong and durable necessary element according to the Report for any nation that wishes to reduce its poverty level and increase the growth of its population.
