Shortly, the Ministry of National Education and Vocational Training (MENFP) should have a tool to reduce the waiting time for obtaining the accreditation of non-public schools. A software was introduced to this effect at a meeting between the Minister Vanneur Pierre and a team of the Directorate of Support for Private Education and of Partnership (DAEPP). The main objective of this meeting was to assess and in turn accelerate the scanning process of the accreditation system of non-public schools which does not exceed 40% of the country.

This is a big problem that has been a central concern of officials of MENFP for several years, taking into account the specificities of the Haitian education system with a predominance of private which dominates the school park at about 80% : how to have a better control of non-public schools through accreditation? How to ensure good governance of the system if the ministry has no link with schools that open here and there without accreditation ?

The computerization of the process of granting accreditation offers many advantages for both the MENFP and directors of non-public schools. Indeed, the transition from manual processing and storage of data to the computerized processing should alleviate the functioning of the accreditation system. It would allow the reduction significantly of the time taken to examine the descriptive data of each educational institution, the reduction of storage space but also the security of information collected.

The criteria retained by the DAEPP to deliver the operating license is based in particular on a triple evaluation: the state of the building the administrative aspects including the profile of teachers, and the education dimension. All This will be accomplished in the idea of improving the offer and school quality, because the work authorization granted to a private school, requires the presence of primary and essential conditions of operation.

This scanning device requires the provision of Departmental Directorates of technological tools to facilitate the work. The Minister Vanneur Pierre gave the assurance that everything will be done to equip the Departmental Directorates of Education (DDE) in order to achieve the desired results. This tool, according to him, is crucial for the takeover of the sector and the work of refoundation of the education system.

Note that from 1994 to our days on the 16.000 private schools surveyed, almost 5.494 have expressed interest to regularize their situation. To date, the treatment of 3,000 files is completed.
