Thursday, while members of the government were preparing to enter the session room of the Lower House to participate in the second monthly session of questions on the governmental action, of deputies of opposition of the minority opposition bloc "Parliamentarians for Institutional Strengthening" (PRI) reacting to the presence of Ralph Ricardo Théano, the Minister in charge of relations with Parliament, alongside the Prime Minister, began chanting "Théano pap antre la a", "Théano out !", demanding the departure of the House of Minister Théano whose they accuses of having treated them of "kamikazes and children from single parent families", following their concert of whistles and vuvuzelas to prevent the balance sheet presentation by the Head of Government to the opening of Parliament last January...

A manifestation of hostility, which immediately caused a strong reaction of deputies of majority bloc pro-government "Parliamentarians for Stability and Progress" (PSP) who believed that the Constitution provided for the interpellation of a Minister if Parliament want to dismiss it.

It is in confusion, jostling, exchanges of insults not worthy of a parliamentarian and in a noise of street demonstrations, that the Prime Minister Lamothe tried to intervene in vain, with Jean Tolbert Alexis, the President of the Lower House in order to avoid the expulsion of Minister Théano. The situation almost degenerated when the boiling Deputy Arnel Bélizaire, was pushed by an agent, ensuring the protection of the Prime Minister...

Jean Tholbert Alexis, he President of the Lower House finally ordered to the security guards of Parliament to expel of the House the Minister Théano "Security guards, put him out please."

In solidarity, the Prime Minister has regained in the first instance, the parliamentary delegation in order to leave Parliament, but later relented, returning the roomwithout the Minister Théano, in order to solicit the postponement to next Thursday of the questioning session, before leaving.

Me Kedlaire Augustin, the spokesman of the primature declared that expelling a Minister in a session of Parliament is unconstitutional recalling that democracy is the verdict of the majority and that the minority deputies have not taken into account the prescribed and the procedure enshrined in the Constitution.

For his part, Ralph Théano , imperturbable, announced that he will continue to come to the Chamber of Deputies "[...] I will go each day in Parliament as I used to. When it will be impossible as Minister, I will go there as a private citizen..." concerning the statements reproached to him he declared "I have a straight talk [...] I think that democracy is in action [...] If parliamentarians do not want to work with me, they can interpellate the Minister, obtain 52 votes and make resign the Minister. We will continue to work despite the opposition of ten deputies."

It is true that the words of Théano, are unacceptable in the mouth of a parliamentarian, but we had to apply the same rule of expulsion to all parliamentarians who held insulting words on other parliamentarian or the Executive there would remain many people in Parliament.

Let's hope that our parliamentarians will quickly find the path of reason and avoid in the future, to present such deplorable spectacle, which violates the rules of democracy, while the International Community has its eyes on Haiti.
