Dr. Florence Guillaume Duperval, Minister of Public Health and Population has been named Havard Health Leader 2013 by the avard Kennedy School of Government. This prestigious distinction is awarded to the Minister Duperval in support to its commitment in its innovative approaches as Minister of Health.

In a letter addressed to Dr. Florence Guillaume Duperval, Julio Frenk, Dean of the Faculty, Harvard School of Public Healtt, Chair of the Advisory Board, Harvard Ministerial Leadership in Health Program informs :


"[...] I have the pleasure of nominating you as a 201p Harvard Health Leader. This recognition has the purpose of supporting your commitment to innovative leadership in your tenure as Minister of Public Health and Population of Haiti.

As a 2013 Harvard Health Leader, you are invited to participate in the Harvard Ministerial Health Leaders' Forum at the Harvard Kennedy School of Govemment, in Cambridge, Massachusetts, on June 2-5, 2013. A select group of other serving ministers of health, chosen for their track record in health leadership, will be invited as well.

The first Harvard Ministerial Health Leaders' Forum took place at Harvard in June, 2012. Fifteen incumbent ministers from Africa, Asia and Latin America participated and, in an independent evaluation, rated the experience very highly [...]

The Harvard Ministerial Health Leaders' Forum is the flagship component of the Harvard Ministerial Leadership in Health (MLIH) Program. The MLIH Program has the primary goal of recognizing and promoting transformational leadership among ministers of health. This is a crucial element in strengthening sustainable health systems, and improving health service delivery and health outcomes. The MLIH combines ministerial level support with a customized process tailored to the specific needs and priorities of participating countries.

In the initial phase, annually approximately 12-15 ministers of health, recognized as Harvard Health Leaders, together with a smaller group of distinguished former health ministers from countries with substantial experience in implementation of health reform, are invited to participate in the Harvard Ministerial Health Leaders' Forum.

Drawing on the experience of the participating current and former ministers and the best examples of health systems reform, the Ministerial Health Leaders' Forum will provide participants with an unprecedented opportunity for mutual shared experiential learning in a non-political, unofficial environment, facilitated by senior faculty of the Harvard School of Public Health and the Harvard Kennedy School of Government.

Topics for discussion during the Forum will include leadership for transformation; priority setting; managing the political environment and the constraints on successful health systems change; approaches to health budgeting and financing; effective negotiation, advocacy and communications strategies; managing communication with donors and international agencies; and navigating the geo-politics of global health. Specific attention will be given to maternal and child health as a sentinel indicator of health systems effectiveness and a benchmark for assessing a nation's progress.

Partners in Health will pay the cost of your round-trip business class air travel to Boston. The Harvard School of Public Health will cover the cost of your accommodation, meals and related costs while in Boston for the duration of the Forum. In order to ensure open and off-the-record discussion among participating ministers, no officials may attend the Forum.

Since only a small number of Harvard Health Leaders is selected annually and invited to join the Harvard Ministerial Health Leaders' Forum, your participation in the Forum and sharing of your experience is crucial to the benefit of the other Forum participants. In accepting designation as a 2013 Harvard Health Leader, you are signing on to become part of a worldwide network of distinguished health leaders who provide to each other support, encouragement and practical guidance based on experience. As such, we ask you to ensure that you will be present at the Ministerial Health Leaders' Forum in June. Due to the nature of this initiative, the invitation cannot be delegated [...]"
