Haiti - Social : Democratization of employment in the Public Service 05/05/2013 10:54:23 Practices, especially the bad ones, die hard and are always at the root of resistance to change. Thus, the realities are never perceived the same way by everyone. Those who benefit from an order, even unfair, see nothing to change [...] Those who belong to malfunction, abnormalities in a system naturally desire to see change the course of things. This dichotomy leads to friction, social tensions giving birth to revolutions. But between conservatism and revolutionary approach, there is the reform." The reform of the State emphasizes the OMRH "is designed to put an end to an unjust or inequitable system. [...] The reform is in itself a democratic process in that each citizen, depending on their skills and abilities, can aspire to the Public Service. It is by what pass the erection of a new State where republican virtues are strictly applied. It is the only way that could lead to a government servant within the limits of its means. It is also a process of rehabilitation of the Haitian people insofar as it rejects all forms of discrimination. It is therefore a process of rehabilitation of persons with disabilities or with reduced mobility. It is also an achievement for women whose the echo of long time struggles was finally taken into account. By basing recruitment for access to the public service on merit through a competitive, the Public Administration systematically breaks with questionable practices in multiple name: nepotism, cronyism, clannish, favoritism or to use a term dear to the popular malice 'mounpayis' The state being so far, the main source of employment, it was time that access to public employment is done through competitive taking into account the merits. The use of a meritocratic system will have a happy impact on education, one of the priorities of the team in place. Jobs now giving access to the public service are subject to a democratic process. Everyone can aspire. [...] That the skeptics do not misunderstand, the OMRH has planned a series of measures to carry out this reform which will lead inevitably."
