Haiti - Reconstruction : CAED, multi-stakeholder commitments 11/05/2013 09:49:18 Members of the Committee of Aid Effectiveness have took note of the efforts deployed by the government of the Republic of Haiti to increase access to social services for the poorest segments of the population and to implement key reforms of the state in terms particular of management of public finances, reform of the state and public security. Thus, they encourage the Government to continue and expand these efforts. While reaffirming the principles of aid effectiveness, including the mutual responsibility and differentiated from the government, donors, international organizations and other stakeholders including partners of South-South cooperation, they declared : "1 - The development partners of Haiti commit, by consensus, to align their particular technical and financial support on development policies and intervention priorities of the Government. 2 - The Government is committed to implement, with the support of development partners in Haiti, the dynamisation plan and/or of creation of the Research and Planning Unit (EPU) in the various Ministries and Administrative public sector entities, whose primary function is the development, support and evaluation of policies, programs and projects. 3 - The government and development partners to Haiti commit to standardize and revitalize the Sectorial and Thematic tables (TST), which will serve as a platform for dialogue, consensus and operational support to the coordination and monitoring of aid in the implementation of policies, programs and projects of cooperation. 4 - The government is committed to periodically evaluate, with the participation of development partners in Haiti, the progress of the implementation of policies, programs and projects. 5 - The development partners of Haiti and the government are committed to implement the Code of External Aid Transparency in Haiti (CTA) and/or including by transmitting and updating data on the programs and cooperation projects to feed the national information system on external aid, known under the name: Module of External Aid Management (MGAE) . 6 - Under the leadership of the Government of Haiti and within the CAED, development partners and the Government of Haiti are committed to defining an agreement of mutual responsibility in order to encourage the achieving of tangible results and sustainable development. This commitment will specify the objectives, expectations, roles, responsibilities and mutual commitments. 7 - The development partners of Haiti recommend to entrust to the Technical Secretariat of the CAED the monitoring of these commitments and the periodic assessment of progress on aid effectiveness."
