Haiti - Education : Launching of the Unit of Information Technology and Communication in Education 03/06/2013 11:19:52 Chaired by Denis Cadeau, the Director General of MENFP, the meeting allowed the audience to understand the importance of these institutional mechanisms, expected to play a major role in the overhaul of the education sector. In his speech, Mr. Cadeau emphasized the role of ICTs in the transmission of knowledge and the modern management. "The pervasiveness of ICT in all areas of work and throughout the world can not be ignored [...] Not only, they are a promising option for education, but also a tool to streamline the management of the sector while helping to consolidate human activities for their implementation." According to the Director General, the UTICE is "an instrument that will guide the thinking while taking into account the challenges we face, namely, increase access to education, improve the quality, train teachers so that they can support the learner in the learning experience of twenty-first century." Dr. François Irvika, ICTs expert, UTICE Coordinator, explained the benefits that the ministry could take of the effective ownership of the UTICE. "This instrument can improve the data management, internal communication, play positively on the quality of teaching and learning, strengthen the capacity of stakeholders in the system, etc..." Dr. Stijn Van Der Krogt, Consultant to the Inter-American Development Bank (IDB), in charge of ICT, which has participated in several similar experiences in many countries, presented the strategic approach for the implementation of the ICTs n the education sector. Citing the importance of ICTs, which have revolutionized many things around the world, he nevertheless stressed ICTs are not a magic wand. Noting that some experiments have not been successful and and therefore we had to pay attention to the relevance of the approach and the choice of the proposed solutions compared to some problems. After the presentations, participants discussed with stakeholders on strategies and the process leading to the implementation of these mechanisms and said they rely on these tools, to move forward the ongoing changes in the education sector.
